Germany’s debe to Belgium for requisitions of cash made by the Germans and other money transactions alone aggregate 10,000,000,000 francs, of which five billion francs represent German marks circulating in Belguim after ithe armistice and taken UP by the Belgian Banque Nationale, and twto billion francs confiscated by the Germans from the Banque Nationale occupation. - The balance is made up of fines and monthly payments levied upon (towns, cities, provinces and public institutions.
