But I don’t see why Germany couldn’t be regulated the same as Cactus Joe. Cactus Joe was an awful worrisome man till we passed an ordinance instructin’ the sheriff to shoot on sight if he was caught carryin’ a weapon and jailin’ any dealer who sold him a stack of poker chips.”
