Why She Hated.

Governor Whitman said at a banquet in Albany: “Germany has the whole world against her because she has attempted to change the eternal verities. The eternal verities —that you mustn’t sink a hospital ship, that you mustn’t murder babies, that you mustn’t betray your trusting friends, and so forth and so on—all these things Germany has tried to change. But she has tried in vain. “Germany reminds me of the chap who used to hold out"a dollar or two from his envelope every pay day.
