Volunteers Fail—Wood.

New York, April 13.—Major General Leonard Wood njade the following statement when asked concerning the results of the recruiting campaign for the regular army: “The voluntary recruiting for the army is a failure. Our inability to sceure more than one-ten th the desired number proves that the only way is to adopt universal obligatory training.” ' General Wood added the -hope that President Wilson would not be hampered by Congress. He asked that the newspapers print the forep'oing statement in order to contradict the stories that recruiting was going on in a satisfactory maimer.
