The spoils system began to develop pretty early In the history of the government, but first became a feature of national politics in Andrew Jackson’s time. In a few months of Ms administration more than five times as many changes in the civil service were made as had been made by all his predecessors together. During the 40 years between Washington’s first administration and Jackson’s, the total number of removals from office-were 74, and out of this number five were- defaulters.
