LATE NEWS BULLETIN.

Washington, March 9.—Members of both houses of congress had themselves in readiness today for quick response to President WH son’s call for an extraordinary session. The summoning of the legislators hack to the capitol is hourly expected. It may be temporarily delayed, however, by President Wilson’s slight illness, which kept him confined to his bed all of yesterday and from which he had not recoveredjtoday. Administration leaders declared that with the assembling of congress the resumption of American commerce on the high seas wiH take place immediately. No difficulty is anticipated in jamming through both houses the specific authority for the president to arm American merchant ships and send them forth in defiance of Germany’s submarine decree. London, March 9.—Bulgaria has informed Germany that she cannot continue in the war much longer, and will sue for a separate peace unless hostilities end this summer, accord- * ing to the Rome correspondent of the Daily Telegraph.
