The Chinese have a custom of celebrating the ardent of New Year’s, -either by paying off old debts, or, if they are creditors and the debtor is unable to pay, then By cancelling the debt. Thus the new year begins with a clean pinto. Communities are all alike in many respects and the problem of our city is the problem of a thousand 9thers. We have too many unpaid accounts on our books.
