Bernard Horr, 22 years old, a member of the Pennsylvania state militia, enroute to the border, was drowned at Cayuga Monday when the troop train stopped to allow the men to enjoy a swim in the Wabash river, ■ l A joint resolution to empower the president to negotiate by commission for purchase of “such portion of northern Mexico, including Lower California, as may be obtained,” was introduced yesterday by Representative Caldwell, of New York. It invites Mexico to appoint a like commission.
