SAY THAT GERMANS ORGANIZED BIG PLOT
Allege Thttt Pldt Was Hatched In California ito Blow Up Munition Plants Is Affidavit. ■ t It is charged in an affidavit made by Johannes Henrikus Von Koolber gen that an organized conspiracy by Germans on the Pacific coast planned to blow up many munitions plants in the United States as an aid to their native rountry. Franz Popp, German consul general at San Francisco, is charged with supervising the plans and with an effort to hire men to enter the conspiracy. It is charged that George Wilhelm von Brincken, assistant fn the office of the German consul at San Francisco, worked out the details of the plot and made plans for blowing u'p the tunnels of the Canadian Pacific railroad.
