Gets Vagrant While on Nightly Stroll and Proves Right to Be on Payroll. Detroit —Franz, the police dog, earned his right to be on the payroll a few days ago when he arrested one Dave McCarthy, a vagrant, who sought alms from the traveling men emerging from the Pontchartrain hotel.
