SEEKS PEACE IN MEXICO
Miguel Diaz Lombardo, minister of foreign affairs in General Villa’s cabinet. is in this country conferring with officials of the Villa agency with a view of framing a peace proposal which will have the sanction of the American government It is the plan of the Villa leaders to devise some way by which a suspension of hostilities may be arranged and a general conference of the leaders of the opposing factions called at which this proposal will be submitted to Carranza. In the event that Carranza refuses to treat with Villa an effort will be made to induce President Wilson to restore ths embargo on arms to Carranza.
