Test Scandal Serious.
That there was reason to believe that attempts had been made to enter the desks of the heads of at least four naval academy departments and secure the examination questions in advance was the testimony given by Rear Admiral Fullam, superintendent of the academy before a naval court of inquiry appointed by Secretary Daniels to investigate charges of irregularities in examinations. Tt is the belief of the authorities, however, that only one attempt had been successful. This was in the case of the department of the modern languages.
