Parcel Post to Undergo Changes.

Word has been received from the postoffice department at Washington that the C. O. D. and insurance feat ires of the parcel post service are to be extended to the patrons of the rural mail routes. The extension will be made at once and will affect abut fifty per cent of the population of the country.
