Hundreds of drug users are buying cocoa leaves in the raw state and jrewing them for a concoction which las the same effect as morphine and other drugs that are now barred by the federal statutes. Probation Officer Christian, of Cleveland, made the discovery and says that the drug users have found a loophole in the aw, which does not prevent the sale of the raw leaves.
