Paris.—There is a' report current here, apparently emanating from Ger-J man sources, that an officer of the German general staff at the grand headquarters became insane when the emperor upbraided him'for- a tactical error* during the battle (A Flanders. The story says that he assaulted the! kaiser violently with his drawn sword., Other officers managed to overpower him, and he was forcibly removed, all the while hurling frightful epithet* at the kaiser, wljo was considerably shaken by the affair.
