Postmasters have also been instructed to refuse to take tor delivery any package which is not so securely packed that it cap. be delivered to its destination in good condition. Furthermore, it may be noted now that the Red Cross stamps, during the holiday season, can be placed on any part of a letter or package without Objection. However, there are certain foreign countries in which mail will not be delivered if there is non-postage stamps and the regular postage is not prepaid.
