I Secretary of War Garrison has designated a board of ranking officers to report on the defenses of the Panama canal, the construction work or which is being done by these young lieutenants of the engineering corps, George R. Goethals (right), son of the chief engineer of the canal, and Albert H. Aeher, sctn-in-law of Col. H. F. Hodges, also one of the canal commissioners.
