Col. George W. Goethals, the U. S. army officer whose work on the Panama canal has attracted worldwide attention and with marked credit to his ability and integrity, has been appointed by President Wilson the first civil governpr of the Panama Canal Zone, which is to become a permanent government after April Ist. Mayor Mitchell, of New York city, bad been trying to secure Colonel Goethals as police commissioner.
