Washington.—Frank Carr, formerly a notorious burglar, known to the police of New York and a score of other cities, has turned mission worker, after having served. 22 years of his life behind prison bars. “There is good in every man’s heart, and he only has to have the opportunity to show it, or the force of circumstances to bury it,” declared the ex-convlct.
