Portland, Ore. —By virtue of a temporary restraining order issued by 'United States District Judge Bean, the city of Portland Is prevented from enforcing the “strap hangers’” ordinance, passed some days ago. This ordinance provided that_*irap hangers should pay only three cent* fare.
