New York. —ln an East side neighborhood, inhabited by the poorest of the poor, Kitty Rice, two and onehalf years old, was found dead of cold and starvation. The child’s inanimate form was wrapped In a bit of old blanket in the rear room of a three-room fiat The mother of the family of three was found half-conscious and partly frozen.
