Next Legislature Will Have to Increase Revenues of State.
To insure the payment of current expenses at the end of the fiscal year, September 20, the state board of finance has announced that it had taken $481,671.32 from the benevolent institution fund and $148,964.45 from the sinking fund and placed both amounts aggregating $630,635.77 fn the general fund of the state. Auditor of State W. H. O’Brien says that on September 20, the end of the fiscal year, there probably would be in the state treasury a balance of only $17,000. The cause of the unusual deficit, he said, was that the legislature of 1909 had saddled on the state a large increase in the burden of appropriations without providing new means of raising, revenue and that the legislature of 1911 had to cut appropriations $600,000 as a result. The effect, he said, would be that the state’s finances would be on the right side of the ledger at the end of the fiscal year, and that increase in returns from taxation would assist. The sinking fund is now engulfed in the general fund and to insure accumulation of enough funds in the sinking fund to meet the SBOO,OOO of state bonds due in 1915, the last legislature prohibited transferring "moneys from the sinking fund to the general fund after this year.
