This was brought about by persons who wanted to’ avoid paying taxes on taxes. Taxes are due on Uan. Ist, and are based on the property and money possessed on March Ist. Therefore if a person money on hffhd and fails to pay their taxes before March Ist, they' are assessed on money in their possession that should have been paid to the county.
