CONGRESSIONAL.
By telegraph reported for the Pittsburg Gi Washington, January 27 7 P. M. Ia the Senate, a bill was read from the Judiciary Committee, regulating attachments ia the district courts of the Uuited States. The committee on Public Lands reported a resolution providing for a suspension of sales, of lands at the Dubuque office uutil March. - ' - - - The Treasury note bill was then take up, debated a 'short lime, read by title, and the question having been put, shall the bill pass? it was decided in the affirmative by 42 yeas to 2 nays.' ; The resolution of Mr. Cilley, offered on Monday, that ' the President be requested to withdraw all pur troops now in Mexico to the east bank of the Kio Grande, was then taken up. - Mr. Cilley, in explanation ot his object in offering the resolution, said it was to withdraw the troops out of the Mexican territory in order that they might be throughly re-organized, equipped, and drilled, and he was then for sending them back to invade and effect the entire conquest of Mexico! Mr. Allen disposed of Mr. C.'s tesolution in a summary manner, by moving that it be laid upon the table. 1 The question being put, was carried by the overwhelming majority of 44 yeas to no nays. So the resolution was laid on the table with some merriment at Mr. C.'s expense. Mr. Nile s, from ihe Cotnmittee on PostOffices and Post-Roads, reported a bill making provision for a mail from N. Orleans to the army in Mex'co. - - The bill was discussed for a while, and then laid over. The bill for increasing the Army was then taken up and debated, Mr. Dayton made a speech in favor of having ten regiments of volunteers instead o! regulars. Mr. Cor win then got the floor, and at his request the Senate adjourned.The House of Representatives went into Committee of the Whole on the State of the Union, and took up the bill for giving extra pay to the volunteers. The bill was debated by several of the members. The debate on the bill was ended for the time. Mr. King then arose and offered his reso lution ordering medals to be struck for pre sentation 1o the French officers who risked their lives to save the crew of the brig Sutners." The House received and passed it. The bill to increase the pay of the volun teers by giving them $3 per month additional piy in gold and silver, was then called up again and pressed to a vote, and the miio question being ordered, was passed b) a vote of l'l yeas to 18 nays Mr. Davis ottered a resolution inquiring of the President whether the United Slates was row represented to the Mexican Government by ' any resident minister, or oilier diplomatic functionary at the city ot Mexico. The House refused to suspend the rules to receive it. 1 lie annual naval appropriation oil was then taken op and debuted, pending which the Hoiiae adjourned. Washington, Jan. 28, G p,m In the Senate, to-day, Mr. Fairfield, chair man oi the Committee on Naval Afftirs, re ported a bill authorising and making provis ion fur the construction of four iron steam ships for tha navy. , No particular descrip lion of machinery is specified. The bill, increasing the army ten regi ments was then taken up and debated. Mr. Jarnagin concluded his speech on the bill commenced yesierday. Messrs. penton, Dayton, Butler, and Crit tenden followed. . -- Mr. Atchison's amendment was then put to vote and rejected yeas 20, nays 30. Mr. Allen then offered an amendment to the bill, authorising and providing for raising ten thousand additional volunteers to strength en the army in Mexico.' This amendment created a good deal of interest, and was debated at length by a nuin ber of the members, Mr. Allen advocating it but il was finally rejected. A motion was then made by Mr. Badger to strike out the proviso in the bill, that the President should have authority to appoint officers Tor the ten regiments during the re- - cess of Congress., . Tbe motron was agreed to by a vote of 30 to 18, and the section sttuck out. The House of Representatives went into Committee ot the Whole on the naval appro priation bill. ..- . ..- - Mr. Sims made a speech analysing and commenting upon Ihe provisions ot the bill The discussion made no progress. The House was nothing but a scene of turmoil and confusion the entire day. Members at loggerhead disputing about matters having no i e fere nee to the bill, and interrupting each other on the floor. Some sharp words pass ed. - At 5 o'clock, the House was still sitting and doing nothing but deciding points of or der. Ihe prospects of an extra session pretty fair. . Bennett, canvassing the term "temperrate habits" in a policy of insurance, said "The late Sir Hercules Langrisbe was exceeding fond of drinking, and being ill, Dr. Plunket advised him to drink only a glass of wine in the day. Sir II,' promised to obey; but the doctor called in upon him a day or two after, and seeing his patient little out of order, said to him," I hope you followed put my advice V I did,' replied the other. 'Well,' says the doctor, '1 am anxious to aee the size oi the glass; upon which Sir Hercules brought in a glass which held two quarts'? The doctor then restricted Sir Herculu to a pint of wina in the day, and the folio wingone, having called on his patient, told him to atick to that quantity and it would lengthen his days. I believe you aaid Sir Hercules for yestrrday was the longest day I ever spent
