Correspondence of the St. Louis Reveille, Sweet Water, July 12, 1S4G. Thk California's. Here we arc, at the head of the Sweet Water, (a stream most appropriately named, by the Avay, for its wate s are indeed sweet to the travellers,) and within fifteen miles of the dividiug ridge oi the Rocky Mountains. We expect to noon to-day, on waters that flow into the Pacific ocean. . Our "horse company" numbor twelve men and twenty-five horses and mules.' The names of the party are Edwin Bryant, R. T. Jacob, W. II..- Russell, J C. Buchanan Hiram Miller, R. II. Holder, W. li. EiWn,Jas. McCleary, W. II. Nuttalt, A. V. Brookie, Captain Wells, (a mountaineer,) and .your humble servant. Mr. Sol. Sublette and company are fhe bearers of our letters, whom we had the pleasure of meeting last evening. He is from

California, and talks moderately in favor of

the country. Mrl apian, one ot I remont s company, is along; he left the Colonel with his party, in good health, on the read waters of the Sacramento river. It is true that he was "proclamv.ioned" out ot California. He

did not retire from the vicinity ol Monterey,

however, until he had concluded the businessl

that took him there.

, CONVENTION. At the late election in August a vote was

taken on the subiect of a .Convention, to

change the Constitution. As the vote in iavor of a Convention, did not amount to a

j j , , . . doubted whether a Convention can be prop eily convened. The Constitution of the State provides:

Art. 8, Sec. 1. , Every twelfth year after this Constitution shall have taken etl'ect,

at the general election held for Governor,

there shall be a poll opened, in which the

qualified electors of the State, shall express, by vote, whether they are in iavor of calling

a Convention or not; and it there shall.be a majority of all thtt votes given at such elec--lion, in favor of a ponven;ion, the Governor shall iu&r-'a -t next General Assembly thereof, whose duty it shall be to provide by law for the election of the members of the Convention, the number thereof, and the time and place of meeting; which law shall not be passed unless agreed to by a majority of the members elected lo both branches of the General Assembly. " i. The vote on the question of a Convention at the election was very small and although a majority of votes on that subject, was in favor of n 'Convention still that (.majority was far short of the majority of the whole number -of votes given tor Governor, members of the Legislature, &c. Under such circumstances, where there was not a majority Of the whole number of votes given in, in favor of. a convention, will the Governor or Legislature bo authorized to act in the premises? The words of the section above quoted seem to be positive, and require a majority of the whole number of votes given in at tho election. ' . WabasJi Courier.

Life in California. A letter from a visiter to California, gives the following picturesque 'view, of the social virtues to be found in those quarters:

"Most of the inhabitants are great scamps; many not only confess that they steal horses

and cattle, but they boast of it. I bought a horse this morning tint the man is to steal

for mo in a day or'lyvu. You will think this strange conduct, but this same man was not only robbed but beaten by the other; and there is no law to punish them, so that he

has to miko bimsclf whole in the coin of

his opponent. "The Spanish portion of the inhabitants are a thieving," cowardly, lewd

people, and generally indolent and faith-

less." - - ' - , :

the company's operations. It is very ccr tain that this was Mr. McLane's view in the negotiation of the treaty, and it is equally certain that he regarded -the second article of the treaty as conferring upon the Hudson Bay company and upon British subjects trading with them the privilege of the free navigation of . the Columbia in perpetuity. His letter accompanying the British proposition, which, afterwards, without the alteration of a word, became the treaty, places beyond all doubt his own construction of the article referred to. ' . We are told that Mr. PaEenham was questioned as to the meaning of this doubtful clause, and that he accepted the interpretation put upon it by Mr. Benton and others. The Secretary of State directs Mr. McLane to inform Lord Aberdeen of Mr. Pakenham's acquiescence in the resirictive 'meaning of the clause; and thus the matter now stands. It is possible that there may be some mistake about Mr. Pakcnham's confirmation of the restrictive meaning, since it was not officially given. At all events, we must hear from the British Government officially before the question can be relieved from uncertainty. Baltimore American: BRinsn Exultation over tiie American Tariff. It has ever been a favorite gull-trap of the Locofoco leaders and editors (and one which they have set to some purposp, too, more than once) to hold the Whig party up to the country as the "British Tarty," but when did measure of theirs receive such warmth of commendation, such ecstacy of welcome in England, as that which has greeted the crowuing act of the Polk

And the same editor goes on to say:

will enable the rresulent to meet the lib

eral commercial policy ol the British Gov

ernment in the spirit in which it deserves

to be met."

Mr. Benton says that there are two Hudson Bay companies, tha first of which has a perpetual charter, beyond the Rocky mountains. The second company is of recent date, and is formed of the Hudson Bay and the old Northwest Company united, and exists, under, a licence of twenty-one years, granted by the Crown, under act of Parliament. J t bears the name of Hudson B.iy Company; butts so. entirely disiinct from tho chartered company, of King Charles, that it can carry on no trade on. tho waters of Hudson's Bay, as the old Hudson Bay company can carry on none on the waters of the Pacific ocean. - - .This is Mr. Benton's view of the subject. But on the other hand it is contended ,on very good authority that there are not two companies, but that the privileges of trade with the Indians beyond the Rocky mountains were engrafted upon the charter of the original company. This supplementary grant, limited to twenty-one years, dates from the year 1821; it was renewed in

1S42 for another period of twenty-one years,

which will carry it to louJ. ... Now by the terms of the treaty the free navigation of the Columbia is given to the Hudson Bay company and ,to all British subjects trading with the corapauy, and this without limitation of lime. Mr. Benton's argument assumes that this stipulation does not refer to the .original Hudson Bay. company, but to a new company, which he declares was chartered in l!s2i, and whose existence expires in 1803; hence he infers that the year 1803 is the limit, in point ot duration, of the privilege of lree navigation. If there be two Hudson Bay companies it is remarkable that there should be no specific designations to distinguish them from one " another; that both charters should run in one name; that the treaty in using the title common to both should not particularize the one to which it referred. In the absence of positive knowledge on the subject it is difficult to accept Mr. Beuton's hypothesis. The more probable supposition is that there is but one Hudson

Bay Company, and that the privilege of

trade beyond the Rocky mountains was a
