An act making it the duty of County Auditors to examine the records f' their. offices in relation to the school funds, aud make report to the Superintendent of Public Instruction, and providing jcompersitiott ; therefor Ths Superintendent reports, that "by giving his personal Attention to this matter in a few counties,: he. has recovered $17,000 to tbe school" fund that had been lost sight of, but that he had not time, without neglecting his other duties, to continue his investigation.' To make a beginning at least for the proper care of these uufor tunates, no act was passed for the erec tion .-of additional buildings for the accommodation, exclusively, of tbeincura ble insane. 16. The constitutional duty imposed upon the Legislature, to cause an enumeration of tbe white male inhabitants of the State, over twenty-one years of age, to -foe mada every six years, commencing from tbe second session held after the adoption of the constitution, as a basis for the apportionment of Sena tors and Representatives among the several counties, has been a dead letter. There has been no enumeration since 1853, and no apportionment since 1857. No Legislature has been elected ia the mariner prescribed by tbe constitution, since 1854, and many counties are consequently deprived of tbe representation to which they are justly entitled. To provide a remedy for this, an act was passed requiring such enumeration to be made in tbe year 1866, and- (hereafter at each recurring period prescribed by the constitution. j 17. The last enactment we will mention, is one that will carry dismay to the hearts of those Democrats who consider themselves elevated above the begro population, only by the legal disabilities imposed upon the latter. - It gife ns pleasure to inform that distressed fclass, that one of tbe relics of barbarian legislation againat thg colored men ha been partially obliterated from tbe statute
books. The House of . Representatives passed a bill repealing all laws disqnalilying persons irom testifying as witnesses on account of their color. The bill Was sent to the Senate, which did not act npon it, but passed another, originating in that body, making all colored persona competent witnesses, except snch as have come, or may hereafter come into the State, . in contravention of the 13th article of tbe State Constitution. This the House-- had to accept or get an enaetment on that subject, and it was accepted aa the best tbat could be dope, although the majority of the Representatives were unable to see why a violation of the 13th article should disqualify a man as a witness, when all other criminals, from petty thieves to murderers, are freely admitted to the witness atand. We advise onr "no nigger equality" Democrats, .Jtcj hereafter confine ' their outrages on defenseless negroes, to those whom they are certain .came into the State in violation of the 13th article of the Constitution; else they may suffer the terrible humiliation of being convicted and punished on the testimony of negroes whose moral character is such aa to give them credibility before white juries. These several acts, with that for the payment of the State debt, of which we gave a synopsis on Saturday, comprises a portion of the important legislation of the late session. ' No Legislature ever did so much work in the same length of time, since the Constitution imposed tbe present- restrictions . upon legislation than that which has just adjourned, nor has any similar body exhibfted more economy in its expenditures. From the Detroit Tree Press ' The quiet village of Battle Creek waa thrown into great excitement on Satnr day last, by the discovery of tbe dead bodies of three children under circum stances woicn strongly induced suspi cions ot toul play. A Coroner a jury was at once summoned, and a thorough investigation oi me anair was commenc ed, but was not concluded when our in formant left. . The inquiry has developed a condition of social affairs which is almost too much for credulity to swal low. That, in this latter half of the nineteenth century, in the midst of Christian community, persons of both sexes should herd together like cattle. in furtherance of a wild religious fanati cism, almost surpasses belief. When they go - still further, and add to their previous ' crinVetT the most henioua one known to the laws of God and man, the community in which they live may be pardoned for exhibiting symptoms of un usual excitement., ' , ; The circumstances of tbe case, so far as developed, appear to be abont aa for lows: Last spring a JMra.J Leonard left ber husband at ipsilanti and went to Battle Creeft, taking with ber five chil dren, two by Leonard and three by a for mer husband. . It seems tbat she waa a believer in the doctnnea of modern sbir itualism, and was led to desert ber husband through instructiona from the spirit world. She herself possessed the power ot communicating with spirits. being in the parlance of that sect a "medium. By advice from , the same supernatural source she dropped the came of Leonard, and being matrimo nially joined, according to the ordinan cea in vogue in the spiritual world, to ner r nm husband, again assumed his name and called herself Mrs. Haviland. Ihe bouse was a great resort fori spiritualists, there beincr manv oi mat - Beet ;n ana about cattle Creek, and "circles" and "aeancea" were ; the ' principal occupation of the gifted doctor and hia pupils; for it Bppeara that the Haviland honse waa sort of spiritual academy for the training op of female mediums through the. superior knowledge and gifts of the doctor. - A Miss Merritt, of Iona, a me dium, was of the household, and a Miss Mannass, oi Battle Creek, a young ladv of seventeen years of age, was a boarder in the family. She was developing her gifts, with the help of the other me diums, aa a " test medium;" that is, the veracity of spirits in general, and loq-u cious ones in particular, was tested through her superior gifts.. It waa said that she "developed" more rapidlv than any test medium - known in these parts. being - quick-witted and shrewd. This academy went on with swimming success through the Summer and Fall, and tarnished incontrovertible- spiritual evidence for . the conversion of the unbelieving. , I...; . . . .'. About four weeks aeo the doctor bor rowed $600 of MTss Merritt and bought lot in tne outskirts ot tbe town, upon which he built hia castle, in the shape of board shanty with one room, into this ' shanty with one room the doctor moved tbe three women above mentioned and the five children,-and they all lived together, . continuing to "develop" the young lady as a test medium. Wonder ful things were related of her powers in that capacity. She . could go into a trance,, and when she arrived back again to this mundane sphere, would relate wonderful , thioga of what she had seen and heard. She had' seen and talked with, any deceased friend yon might name, and could describe him or her exactly as he or she appeared - in this life, the dress, size, color of hair and eyea, . . ,-. ' . Which e'en to name wad be unlawful." - r , " The party were getting ready to travel and astonish tbe world by a public display of their intimacy with the spirits. Mrs. Haviland had procured place for her. two children named Leonard, and had1 told the other three that she would take care of them.. On Saturday afternoon last, some children living in- the neighborhood were playing near ' the ahanty, when the two Leonard children made their appearance. On being asked -where their older brothers and sisters' were, they aaid they were dead. .The children ran home -and . told their parents, aome of whom immediately visited the shanty, and fonnd the report to be true. The woman Leonard, alitu Haviland, aaid that the youngest, a girl of abont four years, died, on, Thursday at noon; the aecond, a boy aged aix years, A died on Friday morning at about ten o'clock; and Lie third, a boy some

It was generally believed, however, that these mediums, wishing to travel and not be encumbered with the children, determined quietly to remove them to a better sphere. Considering that they could be with - them and, enjoy ..their aociety quite as much in the spiritaal world, without the inconvenience of taking care of them and providing them with bread and ' butter ; and elothes the plan, no doubf, seemed a' very sensible one. " A' pott "mortem' examination' of the bodies of the children was made by Dra Cox, French, and Saunders, the result of which was that tbe children were healthy, and had the appearance of being poisoned. The stomachs were taken out by the doctors,' and' the contents were in process of being analyzed when oar informant left The coroner's Jury were awaiting the result of such acalyzation. before deciding upon their verdict.: .The parties had been placed nnder arrest until the facta" oi the case could be more fully investigated. The affair naturally created considerable excitement, in. the town, and the greatest indignation was manifested toward theQnhamaewmother who could perpetrate such a dead upon her own offspring.
