'ETAJTSAILLE, DTD. WEDNESDAY', ..DECEMBER IS. Kentucky a Free State. We publish in another place one of the most remarkable public document ever promulgated in our adjoining and sister State of Kentucky. It is no more nor less tban a proclamation annonnc ing that, henceforth and forever, invol untary territade, except' for crime, is abolished in that Commonwealth. Gen Palmer sajs, enough is known to war rant the statement that the amendment to the Constitution, prohibiting slavery within the boundaries of toe United Suteshas been ratified by the Legisla tures of three-fourths of the States, and it. is henceforth the law -of the land. Therefore, ; says the General, "Slavery has now ceased in Kentucky, and with it fall all the laws of the State heretofore in force intended f.r its support." Z' It is a difficult matter to comprehend the vastness of this .social change, and the consequences likely to grow out of it One of its first effects unless the people of Kentucky h.re infatuated to an extent hard to realize, and refuse to ac cept the result , of the Constitutional Amendment will be a settlement of the labor question in that State. - The relation of master and servant is definitely determined, and each will at once prepare to accommodate himself .ta the change. The former master, wilt 'be", prepared to offer, and the former slave to accept, fair compensation for services rendered, and the two will co-operate in developing the. resources of the State and adding to its wealth. Another result will be a removal of the uneasiness which has hitherto pro-, vailed among the Kentucky slaves an uneasiness manifested in a feverish anxiety to be changing tbeir location. Realizing that they are as free andj independent in Kentucky as in any other State of the Vnidn, they wilt prefer-to remain there, and secure snchareward for their labor as it "will be to the inter est of their former masters to allow them. They will, unless we greatly mistake their character,' become animated "by a laudable ambition to im prove their circumstances by becoming freeholders; and tax-payers. I The negro has always been remarkable for his attachment, to localities, and when be is able to call particular patches of ground and particular cabins his own, his at tachment to tbe sou will be ereatiy in tensified, and his exertions to improve and add to their value greatly increased. Another result wilr be apparent, ' we think, in the removal of the bitterness of feeling that 'now exists in the minds and hearts 'ot' the slaveholders, as a 'class, against their forrner slaves. For some time past, they have nominally had controJ-of their 'negroes, and -yet have been utterly unable-to secure that obedience ta watch their relation seemed to entitle them. This has had a tendency to irritate them to such an extent as to cake them look upon their servants with the worst possible feelings, and in turn made their servants saucy and unmanageable. . The offiotaf declaration of freedom, to all.the slaves wijl break- up the former irritating relation, and matters, looking upon' their negroes as free men, will treat them in such a manner as to win tbeir confidence ; and slaves, no longer' regarding their masters as attempting to exeroise over them an unwarrantable authority, will be disposed to carry out their wishes in a ' more cheerful and agreeable spirit " ' ; ! Evansviile is .vitally interested in the prosperity , pf Kentucky, ; and. her eiti sens may well rejoice that the blight whichljM paralysed. the energies of that State has been removed.
