The report of the becretary of War is ready for delivery. It will satisfy the country that the same vigor characterizes , that depart ment in reducing tbe army to a peace footing which market its action in the prosecution of the war. On the first of May last we had in - Ihe field and in hospital 1,500,000 men. This number has already boen reduced to 175,000, and the process of reduction is still going on. By the first of July next the army will consist of 50,000 men, which the Secretary deems sufficient for a state of peace, aod he will ask for thirty-three million of dollars only for the year. A list of some 300 General officers to be mustered out is ready, but as Congress has not allowed Genet al officers any additional pay after tbe day of their being mustered out; an opportunity will probably . be given to remedy this injustice. - yt -,- - rreetdeat'a Dlapateh to Got. Yon will be sustained by the Government The results of the recent elections in North Carolina have greatly damaged the prospects of the State in the restoration of its Governmental relations. Raymond for the Chairmanship of the Ways and Means committee, in place, of Thaddeus Stephens, late incumbent. No opposition is yet manifested to Mr. Colfax for Speaker, and; but little toward Mr. McPherson for Clerk. The arrivals of Southern politicians have been . quite numerous to-day. They disavow the obnoxious sentiments of some Southern speakers, and will be content to take what they can get in re construction. 1 hey confine themselves to the prosecution of their pardoned claims in person, and do not propose to talk politics till they can do it without damaging friends who are disposed to help them. Mr. (Jnauncey M. Lie Jfau, the newly appointed Minister to Japan, has notified the State Department that he will be in Washington shortly, and requests that much time to decide whether to accept or decline the ap pointment. His final answer will prob ably depend upon tbe action of hia friends, who are pushing him for . the New York Collectorsbip. From recent returns received at the Indian's Bureau, tbe various tribes of the United States are estimated to rep resent a collective strength of 307,800 souls, of which number o,4W are known to have served in the Federal army du ring the late war.
