Newcomb, Esq., the talented editor of tbe Indiaoapolii Journal, baying be em prominently spoken of as the Union candidate for Judge of the Fifth Judicial Circuit, ia a c.rd to the voters of that Circuit, declines the noDtnioation, consideration of duty .a well as of self interest haying determined him to retain bis position as editor of the Journal. We congratulate the readers of that paper on Mr. Newcomb' determination. - Tbe Union men of tha Sixth Congressional District of Kentucky bare nominated that sterling patriot, Green Clay Smith, for re-election to Congress. Tbe Convention, wisely we tbink, resolved in favor of the Constitutional amendment for the abolition of slavery throughout tbe United States. Tbe issue has to be met, and we .re gratified lo see that the union men .re not tlinubing. We .re satisfied that if tbe merits of tbe amendment .re thoroughly and fairly canvassed before tbe people of Kentucky they will endorse it by . handsome majority. Tbe prejudice, of the people in favor of the perpetua tion of slavery .re strong, but when tha troe Union men learn that tbe future peace aod prosperity of Kentucky, a well as of tbe whole nation, depeud upon the eradication of the cause of the terrible war through which we have just passed, tbey will not hesitate to make tbe sac rifice. Tbe sooner the amendment is adopted tbe belter, for until tbe question is definitely settled labor in Kentucky will be in . chaotic condition, and much suffer iug will be experienced in consequence. Once assured that they will be aa undisturbed in the enjoyment of freedom in Kentucky as in any of tbe other States, the blacks will remain there and work cheerfully for their old masters at a reasonable compensation. Our observ ation of tbe negroes who have taken refuge in our own city teaches us that as a class they bear little malice towards their former owners, and would never have left them could they have been as sured of their freedom and compensa tion for their labor. Wisdom, we tbink. dictates to the Kentuckiansthe propriety of laying aside prejudice and accepting and adapting themselves to tha changed condition of society in .11 the States, with promptness and grace tb.t will go far towards robbing the change of its humiliation and distress. We commend the action of the Union men of the Sixth District to the favorable consideration of .11 frieudn of tba Government in other Districts. , Gen. Logan. On Wednesday night of last week tbere was an immense m.ss meeting held in Cooper Institute, New York, under . call to rally to the support of tha Adm'nistration of President Johnson The meeting was the largest ever held in the Hall. Speeches were made by Generals Dickinson, Blair and Logan. We copy tbe remarks of tbe latter a of more immediate interest to oar readers. We copy the remarks of tbe General, that our readers may learn the position he occupies, both as regards, negro suffrage, and indemnity from Kngl.nd for losses sustained by privateers fitted out, armed and sent to se. from her ports to prey upon American commerce: SPEECH ST GEN. LOGAX. Gen. Logan commenced by saying that be knew nothing of tbe object of the meeting. Whether it was a meeting for the purpose of making . circus of certain otlicers I do not know. Laughter But no matter for what it was called, we are glad to see you alL My friend, General Blair, suggested an ide. to me, that it was called for the purpose of approving of the administration of President Johnson. Cries of "yes," and cheers. So far as his administration has developed itself, I certainly have no fault to find with it. Cheers. What tbere may be to object to in tbe future, I do cot know. If tbere is that which ia objectionable in tbe future, then, as . matter of course, as the questions .rise, tbe country has . right to decide for itself as to whether he is right or wrong. Applause. The great questions that have been before the people for the last four years are now settled. The rebellion is suppressed. Loud cheers S-lavery is forever dead. Tremendous cheering The power of this great Gonernment has been felt, and is well understood, not only at home, hut abroad. Renewed applause. The supremacy of the laws of this country, with its Constitution, has been maintained ' by the prowess of Americans. Cheers. The people of this country bave satisfied themselves (because tbere was once a doubt) that tbey can maintain the law and the Constitution, can suppress rebellion, and cause men to bow in humble submission to tbe law of tbe land. Applause. . This, then, having been done, other questions ralurally will arise. We now, as . matter of course, all of us, when wa see onr friends returning from the bloody fields and many bloody scenes w kave witnessed, feel prond; we hail the time with joy; we all shout in one accord at tbe coming of peace and good time to tbi country again. The Constitution says tbey have a right to decide, and when they do so, 1 say amen to it Three cheers for Illinois. But until they do male rach a decision, in their sovereign capacity as . State, no President has a right to decide for them. Cheers. The President has a right to say that certain men have forfeited their rights In this country, by their acts r.f treason against it. .
