Hepreaenting a district of Kentack? distracted by intestine strife and' guerrilla depredations, it seems to bare beeo bis constant aim and unceasing effort to ao influence legislation as to have tbe evils o( war bear as lightly as possible upon his constituents, liising above the prejudices of the slave-holding part of his district like tbe great Burke, when be disobeyed the instructions ol bis constituents and justified himself with the remarkable aud prophetic declaration that he regarded not their opinions then, but what they would be '20 years afterwards Mr. Veaman has pursued a like wise policy with reference to slavery. ' Regarding the institution as forever destroyed by the insane conduct of its advocates, he endorses the constitutional amendment forever removing the vexed question from A ms-rican politics. The voting for that proposition, wbila representing a slaveholding constituency, was an evidence of manly independence that deserves hearty endorsement. We regret to learn, however, by the following article from the Louisville Journal, that an effort is being made by some Union men to pre" vent Mr. Yeaman's re-election. They seem to hope to accomplish this result by the assistance of those whose Unionism is not above suspicion A caUfor a convention of the conservative Union party has already been issued, and it appears to be tbe intention of its authors, by moving thus early in the mutter, to crewd Mr. Yeaman from the canvass. We cannot help thinking the effort will prove a fail are. Tbe people of the Second District caauot afford to dispense with Mr. Yeaman's services. With the gentleman we have no personal Rctnaintaace, having never spoken to him nor seen him. We have watched hie tour ne in Congress, however, with much interest, and are satisGed that his highest ambition has been to legislate for the best Interests of his constituents and the country at large. He has taken high ground on the slavery questioh, but it is tbe only truly conservative ground. Tbe man who seeks to perpetuate the institution of slavery and the strife and bitterness necessarily resulting from its perpetuation, is not a trne friend to the Government or Kentucky. As the Louisville Journal wisely re. marks, "now that the Southern Congress has voted to put two hundred thousand slaves in their army, and Mr. Hunter, of Virginia, has declared that slavery and ; the " Confederacy" ere ruined, let no man in-Kentucky be' afraid to declare and to vote that the time has come to end forever the slavery agitation in this Government, and to accept at the earliest possible moment that new system of labor and industry to which we all know ami admit that we must come at last" Tbe comments of the Journal are ao apropos that we can not refrain from giving them entire : This Si mmkr Canvass Tus Stto.o Conorkssionai. It is apparent to all that the approaching August election of members of Congress and our State Legislature is to be one of vast interest and importance, and is to turn ' mainlv If: not entirely on tbe question, ; Shall Kentucky ratify the Constitutional Amendment? In view of the exciting ' character which tbe discussions may as- ! sume, tbe friends of the measure should , everywhere put forward, firm, moderate, and just men, who have the courage to say the truth and do their duty, but without otTensiveness to those who differ from them. The call appears to have been agreed upon at a meeting of five estimable gentlemen at Frankfort a short time before the adjournment of the Legislature. It was dooe at a time when no gentleman had announced himself aa a candidate, when it was not known
that there woold be more tnea one, before any demand had coma fros any of the people for saca a convention, aad at a time when, from several of tfaa counties, Lfoo. George H. Yeaman was receiving assurances from MeClellan men of their warm approbation and offer of renewed support from tbe entire Union party of those counties. If each a cooTenton haa been called with the bona aHi uniting (he friends of (he Government, the motire i laudable, though there may have been no immediate oc caaion for iL If, however, the convention is called for the purpose of uniting portion of the" Union men with tbe rebels who are eot disfranchised by the law of the lead, in support of some candidate ia opposition to the amendment, in the vain hope that by such combination Mr. Yeaman's defeat eao be accomplished, it is aa on wise and dangerous movement, to 'lay the least of it; it should prove a. failure; prudent men will stand aloof from it- We are not prepared to condemn . anybody or anything in connection with this mailer, but we do say that it does not appear to aa or to tbe people as a political necessity. We believe it is generally known among the friends of Mr. Yeaman that be has not desired apain to be a candidate for Congress. With their consent he would now decline to bo a candidate; but they will take do denial, and in this we think they are right. His relations to the subject of the Constitutional Amendment in his tatn, in the late Congress, and throughout the. nation, are such that the frieads of the measure have a right to demand his assistance. What have they, who think he ought to have acted differently in regard to the amendment, to gain by discharging hlra now? " Upon reconstruction, upon confiscation upon questions of civil and military jurisdiction, upon all questions affecting the liberty of tbe citizen and the form and spirit of our Government, be has been watchful and aoalous, while his successful efforts to prevent a ruinous and oppressive draft without proper corrections and proper eredits, and to prevent a ruinous taxation upon the greatest export of the Slate, were well known and appreciated at the time, and cannot -be forgotten hereafter. Ills constituents will not now commit tbe egregious folly of becoming bis political enemies only because he no longer tries to conserve an Institution which all admit to be irretrivablv lost They will prudently consider that la times like these, when there are so many delicate and important interests to guard at Washington, it is imperatively required that they shall be represented by a man of national reputation, with an acknowledged and potent Intloence with those who may have their Interests to deal with.
