We understand that Collector Spooner will commence to-morrow issuing citations to all persons who have nrglected to stamp receipts they have given to Express companies for packages of money and freight received since August 1st, 1S64, and who have not made arrangements with the Express companies to have this matter attended to for them. Mr. 8nooner has ffivan notice that he will proceed to enforce the penalty of $200 for every receipt not stamped or canceled. The Kxpres companies which have been receiving money on deposit to affix stamps will close their books to-morrow. Cm. Giuetle. We suggest that it would be well for the business men of Evanaville to see to it that stamps are placed on their express and railroad receipts. We know that our citisens are disposed to live up to the law, but presume that few of them are aware that receipts of Ibis character are required to be stamped. - an A New and Danoerops Weapob school of "gonnoff,'" commonly known as highwaymen . have, imported from London, or some other Karorean canital, a now style of bludgeon, to be nsed upon thoir highway victims. It is called the " sand club,'" and its use is almost certain to produce death. It will not rebound after a blow is ; struck, and it leaves no mark or braise, i hen the victim is struck on the top of the bead, and there i where the sand club is directed, V instantly sinks to the pavement wiilout a struszle. the result of concussion to the brain, And not even a bruise which any ordinary blunt instrument makes, is to be discovered on the scalp of th?- victim after the sand club has performed Its fearful mission. .
