Tobacco Bonosn Warehouses In the proposed bill to tax leaf tobacco, we notc that Cincinnati, Louisville, Padui'hh and St. Louis are the points se lected where the warehouses are to be located in the West Taking for granted that the bill will pais, winch is by no means certain, many will inquire, why is Evansville left out and overlooked? It is a well established fact that more than one-third of all the tobacco raised in the West pss throngh this city, and the only solution to the mystery of this place being overlooked in the fact that we have no liepresentative in Congress. Tbe fact that more tobacco is shipped through ibis city tbau through any other port on the Ohio or Mississippi river, except it may be Louisville, would indi cate gross ignorance on the part of members of Congress, or a shameful neglect on tbe part of tbe Representatives from this region of the State. The former hypothesis is scarcely teuable, as statistics furnished through this paper were read . in Congress two years ago,, shewing that the shipments through this port amounted to about 40,000 hogsheads per annum. We hope that ia view of the fact that we are unrepresented in this portion of the State, that other members of the Indiana, delegation wi.l present the claims of this city before the committee beforo the bill is reported back that those claims may be fairly considered. We may add in this connection that the shipments through this port during the present year promises to be much larger, comparatively, than in former years. We shall refer to this matter again in connection with the proposed tax -on leaf tobacco, which we cannot hut think will be ruinous to this great branch ol productive industry. ! Skedaddled. We are informed that a. number of gentlemen (?) of, elegant leisure, who . loiter abont the city, wearing fine clothes and having no visible nipans of support, have, in view of the searching investigation going on in reference to the enrollment lists, suddenly left the city. Their names will, however, go on the rolls and greet them on their return. This is perfectly fair nad right We know of no class of people who risk less or have more time to fight for Uncle Sam. - BQyTbe papers are teeming with details of crime in Dubois county. She had scarcely touched the shore, when a few guerrillas came aboard, with message to Cap't Bonce to report to tbe head quarters of Colonel Grayson, commanding tbe rebels, while a number of the " gyrills," clustered on the landingAt a preconcerted signal the soldiers on board rushed forth, and commenced operations, killing one or two rebels, wounding several, and capturing others. The federal troops rushed into the town. When the Eagle left men were search ing the houses for concealed rebels. Among the captured were two Captains and several men. Colonel Grayson, as soon as the firing commenced, took to his horse and stood not upon the order of his going, but "goed" at once. It is sincerely to be hoped that the murderous scoundrels, Captains Davison and Collar, were the Captains cap" lured. Their crimes mark them for early victims, and if captured a short thrice and a quick death should be their doom. . The troops occupying Owensboro are veterans, and will not rest satisfied with the mere occupation of the town. Combinations are now being made, at which wehioted several days ago, and which will shortly be developed, that promise fair to bring the prowling rebel thieves to early and merited grief. CitaKue of Bask. -The rebel General Beauregard, finding that his favorite epithet which he recommended to be used against the Yankees by rebel officers snd men, in the hope of annihilating tie Yankee army and firing the Southera heart, has failed to effect its object, has changed his base of operations, and( dropping tbe word Abolitionists, now tries the term "Yankee raiders." Malt Sentinel, Terre IIaut Journal, Vincennes iS'tm, Evansville Times, aud other Northern sympathizers, who, with such pertinacity, obeyed the former request of their Creole master, will uke notice, and try the new gun. It will, no doubt, be as effective as the old one. HaJP Secretary Stanton's visit to Fortress Monroe, Hilton Head, and havn.iinah will not, we trust, prove as disastrous to our army as Jeff. 1'avis's visit tn Georgia was to Hood's. We are of the opinion that Gen. Sherman, if let alone, will manage the thing in Gorga and Savannah with desirable success. We have no faith io these flying visits of our illustrious War Secretary. If be only designs a social visit to Sherman and a pleasure trip to Savannah, for the purpose of feasting his eyes upon the 12,000,000 worth of captured cotton, all right; but we beg of him not to attempt asy military advice or interference. Taxes - Farmers have as yet been exempted from the full severity of taxation, but the following letter from Madison county, N. How the poor fellow is to be pitied, lie only has a clear income of th, ICS per annum on his poor little farm on which he bad before been required t pay a tax of only f.3H. As the above income is over and above all drawbacks for interests, and Stare and county tax, with $600 allowed for family expenses tbe great oppression of requiriog a payment of five per cent, is terribly manifest. Under Democratic ru.e, we had to pay a poll tax of five dollars when we were only seventeen years of age, and did not possess five dollars worth of property on earth exclusive of our clothiug, and in addition were required to work five days on tbe roads or pay an additional five dollars. By placing the tax exclusively oa leaf tobacco all evasions wiil be prewnfed and and every pound of tobacco will be ac counted for aud will produce ita just proportion of the tnx. In 1H62 the ex ports of manufactured to' sc-co were 4, 071,903 pounds, and in 18C3 thev were 7,02.1,248 po-inds, tf which from four to he thousand packages were of Citnadi an manufacture, tbe drawback spun which, under the syatem proposed, would be about sjH.UUO.OUU." Tbe report proposes to have the pro ducer obtain a permit from the District to plant tobacco and mako returns to him ot the amount raised. When the stock is soi l it is to pass through, th bonded warehouse under the usual regu latious, as by this system both the specu latorand producer will be exempted from the payment of the tax, as it will not have to be paid nntil the tobacco is withdrawn from the warehouso by the manufacturer. Tbe report concludes by urging Congress to alter the law to con form to the suggestion therein presented In response to tbe report of this Con vention, and to other applications of like character, Mr. Sherman a faw days ago introduced a bill to levy a tax of twenty cents per pound on leaf tobacco, Bieus auu scrap, uj inirty cents per pound on strips requiring all tobacco growers to inform their District Asses sors of the number of acres planted in tobacco, under a penalty of $.500 for each acre, aud before it is removed, f " Ei notice io tne Asses sor, who shall cause it to be weighed, marked, branded and numbered, the owner to pay for such service. The tobacco may theu be removed to some tobacco bonded warehouse, and withdraw therefrom, either for exportation or manufacture, on payment of the tax.
