IheDrart. The citixens of New Albany have bad

a draft meeting. At it they resolved to raise a fund to free New Albany Township from the pending draft, and five trustees with a treasurer and secretary were appointed to superintend the collection of the same. It was further resolved that each and every citizen subject to draft be requested to call at tbe Cooydon Bank and pay the treasurer tbe sum of twenty-five dollar! and twenty-five cents, taking a receipt therefor. With this fund it is proposed to raise the quota of New Albany Township by volunteer?, Onr people are determined, we suppose, to do nothing. When the draft actually takes place there will be a stir among them. The people will then g to aa opposite extreme, and we will have excitement that will appear in strange contrast with their present apathy and indifference. If the people desire to avoid many of the evils of the draft, now is tbe time for them to act. It will be too late when they see their ill-faied names drawn from the I'rovoHt Marshal's box. . paper fanlc. Our dispatches yesterday morning state tbat a panto had occurred among Eastern paper manufacturers and deal ers, and that prices had fallen from 2H to 20 cents per pound. We regard this decline in price not so much a panic as rtise. The paper dealers have be come alarmea at tne prospect oi a re duction or repeal of the tariff on paper, nd propose checkmating the efforts of publishers by thus suddenly bringing dowu the price of paper. We trust that Congress will not be deceived by their tricks. Tbe sudden decline in paper oaly shows the truth of tbe proposition long argued by the press, that tbe exorbitant price at which paper was sold was the result of a combination, and not the scarcity or increased cost of the raw material. KkTCtsgn. We were gratified to meet on Wednesday afternoon Lieut James W. Vickery, of- the 42d ladiaaa Volun' tftrs. Tba Lieutenant arrived in our city the night before from Savannah, which city he left on Christmas day. He was with Kherman in his memorable march across the State of Georgia, and, of course, has a rich store of items to retail to Lis children and grand-children through the long years to come. At tbe time his regiment was mustered out of thecrvice, Lieut Vickery was attached to the Quartermaster's Ilepartmeut, bat failed to, get his discharge until tbe division was ordered to start on the march for Savannah, when he waa compelled to go along. He now feels well paid for the trip. The boys, he informs us, lacked for nothing. The Lad con tinually enough aad lo spare. If all tbe boys attached to the army came otf the trip looking aa well as Lieut. Vickery, we shall not be surprised to hear that some of our dyspeptic and consumptives have vu1antred, that they, too, may experi ence some of the benefits of hard man hiug and rough sleeping. Guerrilla OpBATiomt. We learn Irom I r. Green, Mail Agent on tbe Rose Hit, and from others, tbat th guerrillas burned th Court House at Owens boro some time during Wednesday night, and it was supposed had left the place. The tow boat Niagara took a force of Federal troop to Owensboro who occu pied tbe place early yesterday morn ing, bnt a th Hose Hit did not land there we have) no information a to whether the guerrillas had left before they arrived or were driven out by t lit in " W do not wish to criticise the military movements along the border, bat we confess we do not understand the policy of maintaining a garrison at a point for a tim4 aud then withdrawing it, thus permitting the prowling guerrilla thieve to enter it and wreak their vengeance upon the unprotected inhabitants. This makes the sixth Court House burned recently in this portion of KenTbe Electric Magazine for Jan nary commences a new series of that valuabte compilation of foreign liter a ture, and presents an unusual variety of attractions to its wide circle of reader. During the coming year, it is to be in the charge of the Rev. J. M. Sherwood who baa already given it his editorial services, in the absence of the proprie tor, the Rev. W. H. Bidwell. Tbe first train ran over the road on Sunday last. Hitherto the road has been compelled to run their car over the track of the Terre 11 ante and Alton road from Alton to St. Louis.
