No letter mast exceed one pace of a letter-sheet, or relat to other than purely domestic and personal matters. 2. Every letter mast be signed by the writer's name in full 3. All letters mast be sent with five cenU inclosed if tbe letter is to go to Richmond, or ten cents if to go beyeod. Silver mast be sent, and the letter mast be an sealed. 4. All letters most be inclosed to the Commanding General of the Department ofVirginia, at Fortress 1 Monroe. No letter sent to any other 'addreas will be forwarded. All letters sent without a strict com pliance with these rules will be sent to the Dead Letter Office; and letters for other persons than prisoners bf war, will be sent or not, according to the judgment of the Commanding General at Portress Monroe. There may be times and circumstances which will render all correspondence inexpedient, except with prisoner of war. Letters for prisoners of war should have on the envelope tbe full address that is, the fall name of the person, Lis company, regiment and 8aU, and the place of imprisonment where he was when last heard, from.,. This envelope should not be sealed. .The letter should tbea be put into a larger one, which should be seated and addred, "Commanding General, Department of Virginia, Fortress Monroe." Letters for other persona than prisoners of war should also be addressed aa fully as possible, and enclosed tbe lams as the last mentioned. The letter when ready for the mail, as above specified, must be prepaid at the rate of three cents for each half ounce for the U. S. postage. The silver inclosed is fur the rebel postage. POSTMAATKE.
