It ia in my opinion tbe duty of the people of tbe State to see tbat tbe families of those dependent npon tbe labor of oar citizens wbo are called into the tervics oi their cob a try, should not in any case be permitted to suffer for tbe necessaries or comorts of life, with which onr Stale is so abundantly supplied. I therefors appeal to the several Boards of County Commissioners throughout tbe State, and the authorities of towns and cities to take immediate steps to make provision for the ouppjrt of such aa are dependent npon the men who have bee a or may be drafted within their respec'Ave limits, and for the tapport of those who are dependent npon our volunteers already in tbe field, many of whom have been long absent from their families and parents. If prompt action is taken in this matter throa giant the Slate, our soldiers will go away with lighter and happier hearts, in the cooviction that those wbo are nearest aod dearest to them will not be permitted to suffer during their absence, and tbat the people of the State are not unmindful their great obligations to the defenders of onr country, while our soldiers in the field will in like manner be comforted and strengthened in the performance of their duties. If the relief be famished in tbe manner proposed the burden will fail npon all the people of the State according to their several capacities to bear it, and will be so light as to be scares! felt, and
