MOSiDATJC5S hi "Abandonment or lae Monroe trine." Doc The Cincinnati Gazelle, which seems to be greatly exercised ot the II?ged abandonment of the Monroe Doctrine by the Administration, and the Timet of this city,' which copies from, and ampli fies the charges of, the Gazette, are Tery severe on Mr. Linceln and Mr. Seward for what is termed their "snbserriencT" and "cowardice" in this matte. We den the main charge, that the President and Secretary of State bae Laudoned the Monroe Doctrine. To ata;n tins denial, we qnote from the correspondence between Mr. Seward and Mr. Dayton, Minister to France, which was called oat by the House resolution asking Mr, Lincoln for said correspondence. (The dispatches we have already given in full.) The italics here are our own: Says Mr. Seerard to Mr. Dayton, under data of April 7, 'C4: ' Sib I hftrewith send you a copy a resolution which passed the Xloaee of of UpprefH-ritstivei orr the 4lh" innk if unanlmout tote, and which dteluret the nppotltion of that body to a reeognitioa 1 ol a monarchy in Mexico, It is hardly nutavryrt)r what I Lave herc;tofur written with perfect candor fur the information of France, to say that this reiolution truly interpret! the ununimnu Itiilimeitl of the people of the United State in re-jard to ilexico. ' lie turn goes on to say that it is an other question whether the United States would express thomsi lves in the form adopted by the House, and treats it as an executive question, the decision of which belongs constitutionally to the 'resident. Ho also calls attention to the fact that the declaration of the House is in the form of a joiut resolution which, before it becomes a legislative act, mut be concurred in by the Kenate, and approved by tho President, or in case of his distent, paused by a two-thirds vote in osch house over his objections, lie also remarks that the House resolution was not passed on. any tujjcstioni of the executive difartruant. And then ke says, "While tbo President receives the declaration of the Houso of Representatives with the profound retpect to which it is entitled, as an exposiiion of its views upon a grave and important subject, ha directs you to inform the (rovcrnment of France that he does not at present contemplate any departure from the policy which this Government has hitherto pursued in regard to. the war which exists between fratiee -and Mexico. w " lue French. Government would be teuton ably mpprittd of any change of po'iey upon this subject which the Preside-nt might at any future lime think proper to adopt," let aa official interview between Mr Payton and M. Drouyn d L'fluys, the French Minister of Foreign Affairs, the French Minister complained of the) pas sage of the House resolution. - Mr. Day too repliud as follows, and hi language was afterwards fully endorsed by Mr. 8ewarj: , . . , "I replied that " the resolutions embodied nothing taore than had been constantly held out to the French Government from the beginning; that had always represented , to the Government here that any action upon their part interfering with the form of Government of Mexico would be looked upon with dissatisfaction in our country, aud they could not espect tn to be in haste to acknowledge a uooarchial Government built upon the foundation of a Republic which waj our next neighbor; that I had rcssna to believe yen (Mr. Seward) had held the same Innuage to the French Minister in the Uuited States, This allegation he tiid not seem td deny." We see no " backing down" aad "abandonmcnC here. The language of the dispatch and the conversation sajs, aa plainly as diplomatic language ever does, "We disapprove of your courts; w are not ready, atpreseat.tocheckyoo ia your war on republican Mexico, but when wo get this waroff our hands, thete willba a 'change of policy,' of which yon shall be 'seasonably apprised." Thi is a fair interpretation, and if the Monroe Doctrine is abandoned, we cannot see it in that light, , " ; "Old Abe" has got n nearly through. tho Slaveholders" Rebellion; the job cut out for him- for his next term is the .vindication of th'tj Monroe, Doctrine, the liber alios I ol Oppressed; republics, and "the extension of the area of freedom." When he is re-elected the rebels will succumb. Then Maximilian can be attended to in safety, and not bofore. Tho President aud Secretary deserve praise and not censure for avoiding a foreign war while this gigantic rebellion is in progress and demanding all onr efforts for its suppression. nope for Mexico. Next to our own war the struggle of the Liberals in Mexico to maintain their constitutional liberty is the moat important subject which engrosses the American mind, and every intelligence from that country finds a deep interest in, the United States. Late news from Mexico presents a cheerful aspect for the Liberal cause. Th J National Government, under President 'Jusrei, U firmly fixed at Monterey, and is said to be in perfect working order, and the greatest enthusiasm prevails among the loyal Mexicans all over the country to support " their President and sustain their constitutional Government There is much real strength in Mexico, and all that is wanted to make it available is unity of action. The present prospect of Lig a foreign Emperor-force upon the country by foreign bayonets will bring out all the strength of the people, and ia Tiew of this national calamity anddegeaeratioa, all other differences, and all personal schemes of ambition will give way in the rreat duty of liberties of the people, of ail grades and" i;onuiuoua. By the latest accounts from Mexico it appears that the hatred of the Liberals against the French iavadaTa and-the home traitors is grOW;Bj intense
every day, while the determination t
drive tbem oat ol ice coociry is seium into a conviction of reality. The Frnci and their traitor allies have suffered io mense defeats recently, and unless thej are speedily largely reinforced frou; .broad, they must meet with further dis asters, which wtu soon drive them xo the point of evacuation. The French and their allies have lately been deteate3 and routed at Jonuta. The Constitutional Government is reported to have a force of nearly fifty thousand strong in difft-rent sections of the country, n.dr able commanders, while swarms of tierrillas are hoverirs? about tbroo?h th country. If the Mexicans would imi tate our example ana place aii tseir troops and military operations under tl control of one guiding head, order wooi'i be brought ont ol chaos, an-1 the Jul strength of the nation could be broojrfct to bear against the enemies of the Gov eminent. Until some great leader shall arise capable of coctrouiBg all too ele ments and moulding all the strength of the nation, they cannot hope for cors lets, success in their righteous cause, 'he question now is. what has become of Maximilian? Philadelphia Inquirer. Rebel Movement in Kentucky. The Louisville Journal of Saturday say I: The city was alive with rumors yester day in relation to rebel movements io tha Stale. A dep interest was felt in the operations along the Frankfort Railroad, and everybody anxiously inquired for the latest aews frost that direction. Reliable news informs us that the ordnance train from Frankfort to this city was not captured, as Madam Rumor repeatedly aud coufideotly aaeerteJ. - It appears that a rebtl band, Bumwritij forty men, under command of a man named Jenkins, formerly of Henry county, cut the wires at Pleasareville Station on Thursday evening, and as soon as lh ordoauce train came in sibt luey mud" a fierce attack upon it. i he trum gourd repl'd to the Cre.aud a lively little tihl j ensued. The engine was quickly re-, versed, and the train executed a back movement in the tnoxt satisfactory man ner. The rebel followed the bacaicij: train for over half a mile, firing into the ear, and receiving a response to tbe,ir shots from the guard. Many obstruc tions were found placed tipon the track between Cbristiausburg and Pleasureville. lae citizen claimed that they were forced ta do it by the rebels. It was thought such a proceeding woaid prevent the return of the train, and render it an easy capture. We are pained ti learn that tu rumor ol the dt ath of Mr. J. Press. There ara many startling remore as to the manner in whicb he wan killed, but reliable news from along the road is very meager, aod, at the hour of the present writing, we ara unable to furnish the particulars. The death of Mr. Spark is much to be regretted, as he was a clever gentle man, and attentive legislator; aud one of the most attentive loiou man ot the mate. " " :B rumor ui U)9 tieiuj suicti jcnivioikj uioiiiib, ufcause wn placed no rre-leuce to tbi report. We hoped that it was only a rumor, and confidently waited for further information to stamp it as such. But the worst fears, against earnest hope, have proved true, and we, io common with many friends, sincerely regret the death of so brave and good a man. The train arrived safely at Bagdad during the night Yesterday forenoon it attempted to move ou toward Frankfort, but when within a short distance of North Benson, an open culvert w fotind destroyed, which prevented it from proceeding further. The first bridge below North Benson was found to be destroyed. Another further on i reported burned. At the first bridge our troops had a severe skirmish with the rebels, repulsing and driving them back. There is no truth in the report of the capture of Gov. Bramlctte and suite. Ndr was it .believed yesterday evening at headquarters that Frankfort had ben occupied by the rebels. Gov. Bramb tte with the archi ves of the Slate bad taken a special train for Lexington, and arrived all st-fe. Fight hundred rebels were within eleven miles of Lexington yesterday a ; noon. A large force was also reported to be on Yatt-s Creek, lea miles from the town, engaged in forig ing and stealing horses. Lexington is thought to be safe, as its fort onr nf the strongest in the country is garrisoned by a teleran force, and its excellent guns are manned by exprineed hands. Morgan's main command is said to be at Richmond, and its strength is variously estimated. LATEB. ' A private dispatch was received' in the city last night from Bagdad. It states that six rebel soldiers pa&ged through the town at half-past seven o'clock in the evening. They reported that Morgan was in possession of Frankfort, and would be in Consolation by taorniag. They said his present force numbers three regiments of infantry and one of cavalry. The news is entirely from rebel source, and we do not place much confidence in it Our associate dispatches fpve the particulars of a fizht between Morgan and BurbriJje at Mt Sterling. It appears that after the fight at Lexington, in which Morgan was repulsed, the rebel General divided his force into two columns, one of which moved toward Georgetown and the other oo Frankfort We have no reports of losses. A private dispatch was received at a lata hour !at night from Lexington via Da avis'. It briefly states: "Burbridge now here affairs unsettled. Morgan at Frankfort Ggbt going on.". We scarcely know what opinion to express in regard to the news thus briefly stated. If Morgan reached Frankfort before twelve o'clock la at night, ho travelled more expeditiously than we thought him capable ot doing with a weary force. The statement in regmrd to Frsnkfort may be correct, yet we think it ratuer pre mature. It the capital city is surrendered to the rebels, they will obtain a large amonnt of ordnance stores. .We may obtain additional news before the hour of going to prjss. TO FARMERS.
