Owen, without the knowledge of a single officer of the regiment; And, Whereas, The said Col. Culbertson very well knew the said Lieut. Col. Owen to be the unanimous choice of both ofiicers and men for the Colonelcy; And, Wbebbas, The said late Col. Cter. JF. C Gladish, Chairman. Capt. Wit. Mosiuit, Secretary. Retaliation. Last Tuesday's Journal contained a telegraphic dispatch announcing that Col. Win. F. Wood, of the 1st Arkansas (colored) volunteers, had ordered a rebel Litutunant and two privates to be shot for the murder of one of his mn, who had been assassinated just outside his lines. We are permitted to day to copy from a private letter the following detailed account of the whole affair. The statements may be relied on as correct, the officer making them being aTesident of our city and known as a man of truth. It seems there was no ollicer shot; only two privates: Hainks Bluff, Miss., Feb. 6, 1S64. On the evening of the 2d inst., Col Win. F. Wood, Lt Arkansas, with the 10th Louisiana Volunteers, 3d Mississippi Volunteers, 1st Arkansas Volunteers, and a detachment of cavalry from the 1st Mississippi, received orders from Gen. Mcl'herson to march with his command to Mechanicsburg, Miss., for the purpose of dislodging the enemy from that place. During the march, Private George Williams, Company A, 3d Mis sissippi, fell in the rear. The rear guard had passed him but a short distance when four rebels dashed out of the woods upon him and murdered him in cold blood. The cavalry was sent out, and captured two rebels, who, from tho de scription by an eye witness, doubtless were the murderers. Col. Wood had always said, for every one of his soldiers : they assassinated, be would kill iwo rebels. An examination was made by Sur- : geon Bennett, 1st Arkansas Volunteers. ; The man was shot through the back of the head, then beaten almost to a jelly i with the butt of a gun. The Colonel be ing satisfied mat tne man bad been brutally murdered, summoned the two rebel prisoners before him, and calmly told them, in the presence of the officers aud five or six other prisouers, that in three hours they must die. The ill-fated men were left En the hands of Chaplains Skaggs, 1st Arkansas, and Smith, 3d Mississippi, to prepare for eternity. At last the appointed hour sunset drew nigh. The unfortunate victims were led forth to die in the presence of the whole command, which had formed in the position of a right angle. During this time a brisk skirmish was kept up with the enemy, who, no doubt, were witness- : cs of the awful scene. Tha men were ; conducted by Lieut. Coppock to the body I of the murdered man, and knelt beside him. A detail of infantry from the dif- ; ferent regiments, to execute the fearful . retribution, was soon on the spot, and i just as the sun was about to descend the ! : horizon, tie command "fire" was given, I and two poor souls took their flight for- ; ever. No noise, no I shouting, but perfect stillness. It was indeed an awful thing, but it had to be : done. Col. Wood had always said that if ever they wilfuily murdered any of his men, he would retaliate double. On motion, each committeeman of the County Central Committee was in structed to organize his respective township, by appointing a township committee of two besides himself, of which he shall be chairman, for the transaction of such business of the township as may be necessary for the promotion of the Union cause. Speeches were made by Messrs. De Bruler aud Hongland; after which the following resolutions were unanimously adopted : Resolved, That we have undiminished confidence in the ability, integrity, and patriotism of Abraham Lincoln, chief executive of ths nation, arid fully endorse his war policy in suppressing the rebellion, as constitutional, wise and just; and as au earnest of our confidence in him, cheerfully recommend him to the support of the American people for a second term as President of the nation. m Resolved, That we endorse the cause of 0. P. Morton, Governor of the State of Indiana, in his general administration of the affairs of the State; and in a par ticular manner, his kind efforts and humane exertions, in looking after Indiana's soldiers scattered throughout the various departments of the army, and cheerfully recommend him to the support of the voters of the State for a second term. Resolved, That we send greeting to the soldiers in the army, our heartfelt thanks, and warmest gratitude, for their noble defense of the Union established by our Bevolutionary Fathers, and now assailed by traitors; and ve assure them that, while they aro defeating rebels in the field by bayonets, vie will defeat rebel sympathizers at home by ballots. Resolved, That the delegates from Spencer county to the Union State Convention, be instructed to cast their votes, and use their influence, for Abraham Lincoln for the Presidency, and Andrew Johnson, of Tennessee, for the Vice Presidency, and Oliver P. It is now nearly three years since Abraham Lincoln assumed the duties of President of the L'uited States, amid a scene of national confusion, enough to stagger the bravest of men. From the rery moment in which the news of his election reached the Southern States, the work of treason had begun. He found on the day of his inauguration nine States in open rebellion; in possession of all the United States property within their respective limits, and supplied already with an efficient military force. Nota man had as yet been raised for the dsfense of the National Government. Indeed the great mass of the Northern people did not seem to be sensible of their real .situation did not seem to realize that the m.tion was about to engage in a struggle for its very existence. Some stood gazing on the efforts of the rebels as on a theatrical pageant, exciting, but sl.ot-lived. Many openly ex pressed their sympathy with the insurants, deeming the election of an awkward man, who had once made his living by manual labor, a sufficient cause for the dismemberment of their country. Otheia, right enough in feeling, but weak in knowledge, accepted as an axio.m tho statesmanlike solution of Buchanan, that the South had no right to secede, but the Government had no right to prevent them. The public mind everywhere required to be roused, and President Lincoln was the very man to do it. Sworn to execute the laws of the United States, he resolved that there should be a United States in which to execute them, jf there was any virtue in powder or proclamations. Conscientiously desirous to fulfill his duty, conservative in the best meaning of that much-abused term, he announced his intention to prosecute the war for the single purpose of restoring the Union. History will testify that he has strictly fulfilled his word. Too clear-sighted not to see at once that slavery was the root and the strength of the rebellion, he yet abstained from touching it, through regard to his constitutional obligations, until satisfied that its a war measure it was his constitutional duty to do so. When the proud residents of the doomed city of Jericho mw the Israelites blowing trumpets around their walls instead of assaulting them with battering rams, they no doubt thought it a very foolish proceeding; and so the rebels, when President Lincoln issued that first warning blast, laughed it to scorn; but not more fatal to tbe defences of Jerico were the notes of those heaventurned trumpets than has been to the rebels the effect of that much derided proclamation. Slowly, but surely, it has undermined the "corner stone" of their ill-founded empire. Thus, by drawing the sword in defence of that which had not been attacked, they armed the President with a power which he previously bad not possessed, and would never have dared to assume, but which, when rightfully bestowed on him, he was well able to vield. Having now successfully tested the effect of severity, the President, as the embodied sovereignty of the nation, ex tends to his guilty and deluded fellow citizens the hand ot mercy. His proclamation of amnesty is already bearing fruit. It comes amidst the noise, and dust, and strife, and heat and hatred of the battle-field, as an open door leading into a calm and peaceful garden; and many a weary rebel, tired of fighting for an institution which never profited him, will be glad enough to avail himself of it - A sectional candidate, elected by a minority, entering the capital of bis country in disguise, and taking his seat. amid a storm ot disapprobation as the chief magistrate of a dissolving confederacy, President Lincoln . has, in the three eventful years succeeding his inauguration, shown himself a man of pure and lofty patriotism, profound insight, and consummate ability. Assailed by conflicting counsels, surrounded by stupendous difficulties, urged to every extreme oi conduct irom ruinous radicalism to rotting u conservatism," drawn from tbe consideration of questions of vast national import to settle a petty difficulty among generals, or listen to impertinent suggestions from self-constituted committees, he has never, for one moment, deviated from the direct line of what he conscientiously believed to be his duty, nor refused his attention to any subject, no matter how apparently insignificant, which seemed to have a bearing on the great interests to which be is devoted. Uniting the prayerful cautiousness of Washington to the military promptness of Jackson, he is pre-eminently tllo man for the times; and though we do not say that all his acts have met our unqualified approval, we do say feeling confident that a vast majority of our countrymen will re-echo the opinion that no man could have done better in his place; we say more, and in this also look for a national endorsement, that Abraham Lincoln is our choice as a candidate for re-election in November next Let him finish (the end is not far off) the great work he so successfully prosecuted thus far; and when peace and prosperity shall again bless our beloved land, when its glorious ensign shall float the only recognized emblem of sovereignty from the great lakes to the Gulf, and from ocean to ocean, when even from the heart of South Carolina the prayer shall rise "God bless the President of the United States," may that president be Abraham Lincoln!
