Editors Journal : It is certainly indispensable in this great national crisis that " tries men's souls," thet we should, as far as possible, gire expression to our sentiments, and add weight and depth, and volume to the grand current of publie opinion and public influence. The sword would be wielded in vnin without the Vo-operatton of public opinion, and in the present juncture public opinion and influence have proved unavailing without the sword. Allow me to make a few remarks and give expression to a few sentiments, on Governor Seymour's position in his Message lo the New York Legislature; also upon tke war itself and on the approach ing Presidential election; concluding with a few general remarks. Some will say that the Governor's Message was a grand peace document I would not risk much in saying that it would have done tolerably well in times of peace, and it' would have been good for the country and a credit to himself had he enforced such peace measures in his own State as would have prevented the riots in New York, which he could have done without encroaching upon National rights. He is now decidedly behind the times. Has he not felt the great pulse of the nation beat in unison with every movement of the President and of Congress, as they advance, step by step, in works of reform towards our redemption as a people and a government? Does he not hear the soldier's indignant voice against rebellion South and treason North? Does he not hear of their patriotic re-enlistments, with the determination to subdue-both treason and rebellion? Surely he has seen or heard of our great sanitary movements, the most magnificent, the most patriotic 'the world ever saw, and also of female presentations and addresses. Patriotism, in the bosoms of Americans, lies hid in times of peace like fire in a slumbering volcano; out oh! if it were not for the sacrifice of human life, who would not willingly sacrifice almost everything else to get to witness such glorious manifestations of devotedncss to country as greet us everywhere at present. Why does lie speak of pledges being redeemed? Have they not all been redeemed with Union citizens to the letter? What does he mean : by overtures of peace? Has he not read or heard ot the President s .Proclamation, including one hundred days prior to the 1st of January, 1S63, inviting the South to return and meet the North in council and in peace? Has he not read or beard of his late Proclamation of pardon and of reconstruction of States? There should be no side issues raised at the present time. No croaking about the " Constitution as it was" but let us be for the Government as it if, and aid in sustaiitig it. It is a sly way for treason to conceal itself by raising the cry of law, Constitution and peace words sacred in the heart of every patriotic American, Jbut their sheep-covering has for some time been falling off, and the wolf, which has been concealed under it, has long since became apparent The result of our late elections is a good proot ot this. 1 hey must be badly posted up in the policy of the Administration, who has not yet discovered that the efforts of the Government since the commencement of the war have been to restore peace, and to maintain and en force tne observance 01 tne laws and the Constitution, and to compel rebels South and traitors North to be amenable to both; but how can they expect the protection of either, with an armed force in the field for the destruction of both, and also with a Government, Constitution and laws of their own, set up in opposition to ours? As regards the war, it is folly to talk of the "North against the South." It is the Government against treason and rebellion wherever it finds them. The free States were never more prosperous than at the present time, lhe importance of the war at present, next to the preservation of the Union, is not for the benefit of the North; it is for the benefit of the South. It is to protect Union men and to save their hard earnings from pillage and wanton destruction by an armed force. My own opinion is, that a majority of the South are in favor ot re-union, and it is the dnty or tneuovernment to protect and assist them in their efforts. As to the choice of our next President I think it is impolitic for the Union press to speculate on what General is most likely to be brought forward as a candidate. I consider that no Union man or patriot will allow himself, in the present state of the nation, to be brought out as a candidate against President Lincoln. Who can avoid seeing that he was intended by Providence for the present crisis, and let the Union press, all over the land, keep it before the people, that any man wbo comes out in opposition to I the President is not a lover of the Union, j but is either a Butternut or a Copper- ', head. Let him be re-elected by a unan- ! imous vote. One thing would be almost ; certain, that two Union Candidates would result in a Butternut or Copperhead 1 President; then all the sacrifice of blood ! and treasury would be naught. I have always been of the opinion that ! there is but little danger of foreign in- ', tervention. A large majority in Eng. 1 land are sanguine for Southern interest ' and victory, bnt the Government is firm ! and no doubt will continue so; so that i whatever aid may be rendered to the i ; South, will be by contributions and filli- 1 bustering. One of the Signs of the Times. In the U. S. Senate, on Tuesday, the 12th Mr. Henderson, of Missouri, submitted certain proposed amendments to the Constitution. They declare, first, that "Slavery or involuntary servitude, except as a punishment for crime, shall not exist in the United States; second, that Congress, whenever a majority of members elected to each House shall deem it necessary, may propose amendments to the Constitution, or, on application of the Legislatures of a majority of the several States, shall call a Convention for procuring amendments, which, in either case,shall be voted to all intents and purposes as part of the Constitution when ratified by the Legislatures of two thirds of the several States or by Conventions in two-thirda thereof, as one or the other mode of ratification be proposed by Congress. The emanation of such a proposition from the Senatorial Representative of Missouri, and the Representative, moreover, of what is called the Conservative sentiment of that Slaveholding State, is one of the striking aud significant signs of the. times. Wadsworth A Hist to Gov. Seymour. Under date of December 17th, 1S63, a Federal officer in Libby Prison, Richmond, writes to a friend in New York, as follows : "Among the pleasantest episodes of the past week was the receipt yesterday, from James S. Wadsworth, of two thousand dollars, to be distributed among my fellow prisoners. 1 shall await anxiously the announcement of a like sum from the successful candidate for gubernatorial honors. That man who watches and waits for Ht .atio Seymour to send two thousand dollars to our prisoners in the rebel prisons, will have as good a prospect of realizing his .hopes as Vallandigham had in sitting upon the Cauadian borders and watching and waiting for an army of Coppei -Heads to escort him to the Gubernatorial chair of Ohio. What Horatio gives to the cause of loyalty is nothing to nobody. Bujilo Express. A Canine Wakkiok A Sbnsibli-: Ex change. Last evening a Federal soldier was perigrinatiug through the streets accompanied by a noble and beautiful mastiff which limped on account of wounds received from rebel bullets. The soldier wont into Botelfj's China store on Pennsylvania Avenue, and there nar rated to numerous bystanders the history of the canine pet which was the "observed of all observers." The dog's life is fraught with brilliant episodes and epic adventuaes such as would sparkle in song and glitter in history. His name is "Jack," and he is a member of the One-hundred-and-second Pennsylvan'a Volunteers, for he attended the regiment iu every battle in which it was engaged, ever present amid the fiercest conflicts. He was wounded in the right fore leg during the battle of Fredericksburg, was captured by the Confederates, and taken as a prisoner to Belle Isle, near Richmond. After four months confinement he was exchanged for a Confederate soldier, and was returned to the One-hundred-and-second regiment, where he is a greater pet than ever. The Confederates were greatly attached to the mastiff, and though they grieved at his departure, were willing to accept in exchange a . rebel comrade. Noble "Jack," however, wagged his caudle appendage with delight when he bade adieu to the "sacred soil" of Dixie. Washington Republican. That's So. Dawson, of the Fort Wayne Times, does not like the way the lattei-Jay Demo'H'acy are disposed to ignore and disown the ever memorable 8th of January and its Hero. Speaking of the matter in his papor recently he says : "The State Central Committee should now and forever be held in utter detes tation, for backing down from calling a State Convention on the 8th, and let those who did the suicidal act be noted and put down at the foot of the ranks in disgrace. They have done much to d vide public Democratic sentiment in the State, and not all their time and talent will ever suffice to wash out the damn ing stain on the fair fame of the party.
