Gov. Beadford's message was transmitted to the LegislaJ tare to-daj. He sajs the finances of the State are in a prosjierous condition. He eys, in reference to emancipation, I believe to-day as I have for years, if we had long ao provided for gradual emancipation of the slaves in this State, we should now be, as regards-all the national elements of publie prosperity, in advance of our present position. The products of onr Slate; with its natural re sources, aro not such ai are adapted to, or could be developed by slavery. I am satisfied the peoplefof the State, in their moments oi calm and deliberate reflection, would long since have come to the same conclusion. When conspiring leaders at the Sooth lifted their hands against the Union and pointed to slavery as the institution upon which their visionary Republic was to rest, they struck a blow at its very vitals in everj border State, under which it has continued to languish and which must inevitably result inlts uitimate destruction. From Washington. Grand Sal or Rebel Property Another Case of Defalcation All about the Minnesota Indian Massacre. Tinas' Dispatch. Washington, Jan. 7. The sale of all the rebel property at various points throughout the loyal States, to within the limits of Gen. Butler's department, is to commence immediately. The rebel officers on Johnson's Island will probably be removed to Fort DelaB. L Clark, at the head of the Prtating Bn rean in the Navy Department, was relieved to-day of his duties, and the keys of his ofhee taken from him. Defalcations are said to be large. Other arrests are to be made. The Potomac is frozen over as far down as Occoquon Bay. Tribune's Dispntch.J Washington, Jan. 7. The Commission appointed to relieve the sufferers by Indian hostilities, consisting of Col. Aldrich and Messrs. Whits- and Chase. were in session at St Peter's Union for about five months. Thirteen hundred and forty claims were presented and examined. A large number were also presented which could not be examined&s tha law fixed the time for the expiration of their duties at December 1st. The above number of claims amounted to $1,450,000. Tha Coma ission awarded $1,578,458. Three handred thousand dollars were appropriated at the last session for the immediate relief of the most needy sufferers, and was paid to over 1,400 sufferers, many of whom had been made widows and orphans by the Indians. Nearly 11,000 witnesses were examined, and their testimony reduced to writing, covering about 16,000 sheets of legal cap paper. The testimony shows that over 800 men women and children were butchered by the Indians. Thousands who had purchased homesteads of the United States were driven away and - are now refugees, it being unsafe to return to the frontier. It is estimated that $50,000,000 will not reimburse the people for the damage done hg the Indians on tha frontier of Minnesota.. The Government holds about $3,000,000 of annuities forfeited by the rebel Sioux. It is proposed to use this sum in rayment of the above claims, and a bill appropriating $11,100,000 is being prepared to meet the balance due of the amount awarded by the commissioners. From Cincinnati. Arrival of Veteran Regit In Kentucky. untt- Cold Cincinnati, Jan. 8. The 31st New York arrived here yesterdav en route for New York. The 75th New York arrived at Cairo yesterday. A Louisville dispatch of the 7th to the Commercial, says the snow has been falling all day. All railroad trains detained. Many cattle have been frozen to death throughout the State. Many persons have been badly frozen. Another Arrest. Nur York, Jan. 8. A. M. Parmelee, private Secretary to Collector Barney, was arrested yesterday and sent to Fort Lefayette.
