Under the leadership of the Sun, the Democratic party in Knox county is- more disloyal than in any other portion of the State. The Copperheads there are more venomous and spiteful tban in any other section. To such an extent do they carry their hostility to the Government, that soldiers, visiting their homes on furloughs, become so disgusted that they return to their regiments before their furloughs expire. In the midst of the infamous Democratic riot in New York, Gov. Seymour wanted the Government to suspend the draft until he could have the constitutionality of the Conscription Act pronounced upon by a judicial decision. The riot had been fostered by his assumption, and that of the Democratic speakers who had harangued the mob element in New York, that this law was unconstitutional. Our Mr. Pendleton performed that part, and is as responsible for the crimes of that riot, as if his own hand had wielded the bludgeon npon the defenseless, and applied the torch to the dwelliugs of the poor, the asylum of the orphan, and the plundered warehouses. But in the course of events all the great measures of Congress have been brought before the courts, and their constitutionality judicially pronounced upon. The Conscription Act, the Act making Government notes of legal tender, the Act for suspending the habeas corpus, and the President's executiou of the Act, Wave all been brought before judicial tribunals of high standing, and decined constitutional; and the Supreme Court of the United States has unanimously decided that a territorial war exists, and that in such a war the Government has all the rights of war, and of seizure and confisc ation, according to the rules of war, that it would have in case of invasion by any foreign enemy, i We deny that a judicial decision is a part of our legislation, or is requisite to complete the enactment of a law ; or that in a time ot pnbiic danger any man has the right to denounce laws reqmred j by the pubjic until mey tutv safety as unconstitutional, e ueen .-u ac com)Wtet tribuaalr and so- are all ih- ' acts of the Government : and when , these acta are to save the republic from i destruetion by rebellion, none out a traitwi!l .denounce them as iftremstituttonal until he has th muli. i ity of a competent 'tribunal.
