, FRIDAY, JIHfl 21 1870. '.There is no measure' vrhich was ureed with bo much unanimity by the .people and press of the country, as the abrogation of the infamous income tax. Courier. The State Sentinel and other lead ing Democratic papers have opposed the abrogation of the income tax. on the ground that it was essentially tax upon those who could best afford to pay it. Democrats are exceeding hard to please, except when they hold all the offices. For years they have been denouncing the Republican party for not placing unlimited confidence in the Southern people. Yet no sooner does President, Grant recognize the Southern people by bestowing upon them some of the best offices, than these same consistent papers howl in unison that he is giving the best offices to rebels and traitors. The Courier howls mournfully over tho appointment of Judge Ackerman, of Georgia, that "the highest law officer of the government, appointed by Mr. Grant, is a secessionist, a rebel and a traitor." Of course, the statement of the Courier is false, but that don't disturb it at all. It will only vociferate all the louder, and try to make people accept its statements because of the amount of noise it makes over them. Till! Journal is as road as a March hare.' because Mr. Van ltiper has been handling 'millions of other people's money," and has not paid taxes upon it. We never said a word about;Mr. Van Iliper's not paying taxes on the "millions of dollars he.fca3 disbursed in this city." "Yet, since the Courier has suggested it," we do think it a little strange that money ; amounting to "millions" can bo disbursed so rapidly as to always dodge the tax collector. Other business men disburse money rapidly, but not quite so fast as that! Mr. Van Iliper's habits of "rapid disbursement," are not the best recommendation for his position as general manager of city finances. A Eallrcad Muddle. Mr. Van Iliper, Secretary of the Evansville, Car in i & Paducah Bailroad Company,- publishes a notice warning some delinquent. Stockholders, that unless their assessments are paid by tho first day , of July, the claims will be collected by law. This publication necessarily calls attention to a matter that we have hitherfo?refraincd from commenting upon, because of the conflicting opinions and reports that have been in circulation with regard to it. Tho reason assigned by the Stockholders for refusing the payment of the assessment is, that there is no, Decision for it. They assert that nothiLg whatever has been done by cither the old or new Board of Piroctov to justify any 6uch assessment. The second survey made by the engineer of Gen. Winslow, v?ho now has control of the xoad, was contractad for with tho distinct understanding that in case the General obtained the contract for building; the road, the survey was to b made at his own expense. In case howcver.'lhe Board should conclude 'to give, the contract to other parties, the expense of the survey was to be. provided, for by the Board. Gcn.? Winslow has einco been awarded the contract, and hence, under the agreement, ought to provide for the expense of the survey himself, and the assessment by the new Board, ostensibly to 'pay for this survey, is not warranted either , by law or equity. Suoh, at least, is the statement made to us by , some of the Directors of the old as well as the new Board. , Whilo on this subject, it may-be proper to speak more at length of tho contract recently made by the Board of Directors with General Winslow. For some reason, best known to those who have tha matter in charge, the public have ben kept in the dark with regard to this transaction. - We have endeavored to obtain a copy of the preliminary contract, giving away five hundred thousand dollars of the people's money, but have been unable to do so. Why the officers and Directors of the road should be so retiesnt in this matter, we are at a loss to determine. Some of the Directors' complain of the : action of tho Board, and no little indignation has been manifested and expressed by our most prominent business men. -. . From what we can gather, semi-offi-cially, it seems that Gen. Winslow is the nominal head of a railroad running from St. Louis to Shawneetownrillir.ois, through the towns of Nashville, Ashley, Mt. Vernon and MeLcansboro. A small portion of the road has been finished, and is now being used, between the towns of Nashville and Mt. Vernon. Workmen are also engaged in constructing the road from Nashville to St. Louis. That part of the road between Mt. Vernon and St. Louis must ultimately become a porof the Louisville and St. Louis road, the latter striking it at Mt. Vernon. It was natural, when our city took hold of the Carmi Boad project, and subscribed over half a million of dollars towards , i, for Gen. Winslow to become anxious to get control of it

ms t . ,r lets instead of two; especially as the i Evansville outlet, connecting him with the Evansville, Henderson and Nashville Boad, was by all odds the best of the three. Accordingly he took steps early to place himself in communication with our Board of Directors ani subsequently made an arrangement with them to have the lino surveyed by his engineer. In the meantime another Railroad Corporation engaged in constructing a road : from St. Louis to Paducah through Belleville and i Daquoin, which will be completed tai the latter point by next October had its attention also directed to our road, and at once recognized its value ana im portance. They appointed an agent. Mr. Phillip3, to visit our city and see what could bo done with our railroad men towards forming an alliance. He visited our city last week in com pany with Mr". Butler, of. New York, a capitalist of reputation, and Col Moore, formerly connected with the Terre Haute & Alton road, and the Kansas Pacifio road, of Missouri a Railroad man of national celebrity. By request of; the Directors, Gens Wineiow and j Wilson, , representing their road, were present in the city at the same timo. We give the facts conneoted with the negotiations which followed, as wo have been ablo to gather them from some of the Di reotors. ' - . -: It eccms that Gen. Winslow sub mitted a definite proposition, in the first instance, that our Directors de cided utterly inadmissible, and it almost inclined them to despair of their ability to eecure a road at all. M Phillips and his party, in tho mean timevcamo forward with their fran chisci and plans and prospects, and proposed to consolidate with our cor poratron, for tho purpose of building a road from; Duquoin to Evansville through MeLeansboro and Carmi mis was not; deemed best by our Board, and ho was asked to make d distinct proposition a3 to the: best terms upon which he would take the contract for building our road, I After examining the survey prepared -by Gen." Winsfow's engineer, Mr J Phil lips did, as wo are informed, submit very satisfactory proposition to bail a good road from Evansville to Da quoin, taking , our subscription and such other assets as had been sub scribed in Illinois as pay. This prop osition, regarded by some as three quarters of a million of dollars better than General Winslow's, made a most favorable impression upon the Board or JJirectora, and so unanimoua were tney in tneir expression ot approva that Col. Dowling felt authorized to telegraph to tho Torre Haute Express that the southern, or Duquoin route had been selected by the Board. Gen. Winslow next came forward with a second proposition, similar in many respects to that made by Mr Phillips, and it was so favorably regarded by some of the Directors that a difference of opinion became manifest. A meeting of some of the stockholders was called, at which the merchants were very unanimous in expressing their preference for tho southern route, insisting that tho trade interests of Evansville would be far better subserved by a railroad running farther south from the O. & M. Road than would tho road of Gen. Winslow. Considerable excitement grew out of the conflicting opinions, and much crimination and recrimination was indulged in by the friends of the opposing routes, which it is not necessary for us to repeat. A resolution was finally passed, authorizing the Board of Directors to make a contract as seemed best in its judgment, but expressing it as the wish of the stockholders that, other things being equal, the contract should be closed with tho parties representing the southern route. . " , Immediately after the adjournment of this meeting of the stockholders, the . Board of Directors assembled and closed a contract with General Winslow for tho construction of our road to MeLeansboro, giving him our franchises, and subscriptions, and the road after it is finished. It is claimed by some of the Directors that this contract virtually sinks the half million subscription of our people. It is asserted that'; the preliminary contract is drawn up in a loose and careless manner,. and does not compel Gen. Winslow to build a road to MeLeansboro at all. It is still further insisted that Evansville has been asked to virtually w guarantee the White and Hamilton County subscriptions when these subscriptions have already been assigned to the consolidated companies represented by Mr. Phillips. ...That General Winslow has given no security as to tho kind of a road he will build, or that he will fulfill his contract at all. That in case he fails to get the right of way, and subscriptions already voted by White and Hamilton Counties, he has only promised, and that verbally, to run to MoLeansboro over the track of his Shawneetown and MeLeansboro Road. In short, that our Board of Directors have given away all the city and county subscriptions for the possibility of getting an interior road to the Wabash River. We give these complaints a3 we hear them, without ex pressing any opinion of our own other than that we think tho " new Board of Direotors would act wisely in making known at once, the substance of their preliminary contract. If it is as alleged, the Directors will be bitterly condemned. If not, they owe it to ttemselvea and the prosperity of tha enterprise they represent to let the facts be known. Six hundred thousand dollars is a gocd deal of money, and ought to be disbursed with the greatest caro and prudence. Our people should be harmonious in pushing forward the enterprise, and tho Directors cannot afford to court

Mr. Bennett is a keen, shrewd ob server of men and events.- With him we believe-that President Grants ad ministration "iseeeure." and that his policy "will command- the approval of the - country." ?
