We aro confident that they would prefer that tho city provide- the supply ,.of water, and enjoy, tho revenue arising from tho earns, in preference to conferring special privileges upoa any company of capitalists, which might bo organized for such purpose. " , . Again, on the twentieth of March, tho Journal contained 'an editorial commenting oa the action of tho Republican City Convention with reference to thoWaicr Works question. In that article tho last paragraph of the editorial quoted abovo was copied and tho folloffioi comments made: Nothing has since occurred to chacgj our opinion, and the passage of a resolution by the Republicans on Saturday night to the sarao eflect, shows that -we expressed tho opinion and wish of-tho Republicans of tho city. on this point. We believq it is pot.blo for our City Council to make a satisfactory contract with the Holly Water Works Company, for tho completion of a fystem of water werks in our city, on terms that will ba acceptable to the people. The Holly Water Works Company is financially strong, and if our city will engage to pay, say onethird tho cost ot tho works in cash we do not doubt but that the company will cheerfully accept city bonds bearing ten per cent, interest, for the remaining two-thirds, on the condition that the revenue of tho works be ap f 1. ?.t. Wo have said first, last and all tho time, that ordering an election on the basis of Mr. Wcir'a proposition submitted last March, was an expensive fnrce. It was the duty of tho Council first, to ascertain exactly for what the entire city could be ade quately supplied with, water oa the Holly Plan in cash cr cash- and bonds and how the money could.be raised, and then submit a definite proposition to the people for approval or rejection.
