The German Demnlrnt very frankly concedes the partisan meanness of tho Council in rejecting the nomina tion of Mr. Sansom 03 Deputy Clerk, but justifies it on tho ground that the act is essentially Democratic. The candor of tho Demokrat is as com mcndablc a tho act of tho Council is contemptible. Several of the citizens of Gibson County, who aro desirous of moving West and organizing a colony in 6omc of tho distant States or Territories, he'd a meeting at Princeton, ca Sat urday last, Capt. J. D. Skelton and Ilcv. L. Forbes taking tho most ao tivo part in the proceedings. It seems to be tho intention to organizo a joint stock company, send a commission West to spy out the land and make purchases, and then to persuade al who cro not satisfied with their pres out surroundings to join the colony. The following, says tho "Chit Chat" cf the Western Monthly, ate the "deadly bins" as viewed by an editor: 1. Borins; him when he is writing 2. Borins him when ho is not writing. 3. Sau.nders Sansom was defeated for City Treasurer by a ono legged soldier, who, previous ' to the election, avowed continually to Republicans at least, that he was a Republican. Tho Democrats supported him because they thought they could use him to defeat Mr. Sansom, and that nobody but a Republican Boldicr, disabled in tho service, could accomplish that end. Now the Courier justifies tho partisan meanness of the Democratic Council, in refusing to approvo Mr. Sansora's appointment as Deputy Clerk, on tho ground that ho was defeated for Treasurer. Mr. Sansom is physically unablo to labor. Ho is amply qualified for tho position of Deputy Clerk. At least Mr. Holder so regards him, and is willing to assume all the responsibility of his appointment. But Mr. Van llipcr says no, and tho other Democratic Councilmen, with Mr. Carpenter not withstanding his hypocritical professions cf being no partisan, previous to tho election join in tho crusado against the poor soldier. These gen tlcmcn as Mr. Van llipcr said, with referenco to tho water works taok tho responsibility of tha rejection of the lamo soldier, and we are disposed to give them all the credit of their heroic and magnanimous proceeding. The Courier' defense of tho Council only adds insult to the injury done Mr. Sansom. It also proves th.t, whilo it rcgirds tho action of thr. Council as needing apology, a satis'actory explanation can Dot bo given. Tennessee Klvcr TrajJe. As we have often said, this trade legitimately belongs to I'aducah, and it only needs the right kind of effort to secure it to I'aducah. A prominent merchant of our city who has just returned from a lengthy tour up the Tcnnesseo says that Evansville stock is at a discount up that river, and that I'aducah merchants who are making proper exertions to build up a trade in that direction are succeeding admirably. Kvansvillc is fighting for it with all the enterprise and vigor which distinguishes her in her efforts to extend her trade, and now has tbrco or four regular packets in tho trade and more buildioe. The Evansville packets arc all losing money, and some of them have to take up produce, cto., to sell to get loads. But this only shows that Kvansvillo is determined to gain this trade and keep it if in her power. It remains now for us to see that she don't keep it. Our littlo homo packet, the Oilio SullivaD, is making money, and this shows that I'aducah is doing something, and can do more if she will. Let every man do his part, and th Tennessee Kiver trade is ours. I'aducah Kentuckian. Is it not a little remarkable that with " three orfour regular packets in the trade," and all lo?ing money, that Kvansville should have more building.We suspect tho Kentuckian don't seo that its losuc has a back action. Our knowledge cf tho Evansvillc merchants don't inelino us to believe that they will persist any great length of time in any enterprise in which they arc continually losing money. . They regard the Tennessee River trade as desirable because it is profitable. When the packets all lose money, wo presume several of them will withdraw and hunt more profitable trades.

It is a little significant that this huo and cry of 'an Indian war greets our cars from the West in response to tho roport that tho U. S. Senate manifests a disposition to reduce the army several thousnnJ, and muster out a largo numb.ir of supernumerary officers. General Sherman has been violently opposed to a reduction cf the army or its expenses. We trust tho General does not dcism flanking the position of CoDgrcss on this questioa of reduction of the army, by theso Indian rumors, as bo once flanked the various rebel positions in his inarch on AtUnta. It seems as though an Indian war might bo avoided. Fighting is always deplorable, but far more so when thero is no chance of achieving any "glory," so-called. Certainly nothing of that kind will bo gained by a war of exter mination on the degraded tribes of Indians who still lead a precarious existence on tho plains of tho far west. Can't our Government let the small pox, bad whisky and swindling traders do the work of extermination without calling oa the soldier? J. HE Lout tcr reads us a lecture on tho " dignities of journalism." Every reader of tho Journal knows that the application of the "Bunkum Museum " and its principal character Mr. Mullett, to the young Council man from the Second Ward, wa solely because of tho all-absorbing promioeaco ho assumes to take in tho Council, and tho supercilious inanae in which ho is disposed to snub such men as William Hcilman. In tho same breath that the Courier lecture us and lauds Mr. Van llipcr, it snys of William Ileilman: We fully acknowledge Mr. Ileilman to bo a publio spirited gentleman a citizen of importance to our growing citity. aad asido from pontics ho is a fair man. But wo regret to soy that his partisan prejudices arc so intense as to warp his judgment in relation to men, and to influence his action as a public servant. Wo assert, in reply, that while wo rccognizj Mr. Van Riper as "a gen tlemau ia his demeanor, a thorough man of business in bis employment a true friend in his pcisonal relations wo regret to fay that hi3 partisan prejudices are so intenso as to warp his judgment in relation to men, and to influence his action as a publio servant." As wo copy the language of tho Couritr, perhaps it will not bo denounced a3 " beneath tho dignity of an honorablo journalist." If tho rejection of tho nomination of Mr Sansom is not a caso m point we never saw one. Nothing in William Ilcilman'a political history will furnish a parallel to it for littleness and party malevolence. In one sense, the tax is a reasonable one, because those who have incomes, as a rule, aro best able to pay taxes; still it is clear that many are compelled to pay tax on incomes which, in justice, they ought not to pay. ior instance, an individ ual may have an income this year often to twenty thousand dollars, and may lose thirty thousand dollars next year, so that, averaging the two years, there was no net income, but, on the contrary, a ncayy Ioes. Many persons paid taxes on incomes, sinco 1863. who were utterly ruined in that time: and it is in this consisted the great injustice of the law. Farm work has been prosecuted under the most favorable circumstances, and th accounts which reach us from tho Yvestern States, aa regards tho condition of tho winter wheat and the condition ot tne spring seeding, arc of tho most favorable character. A correspondent writing from Crawfordsvillc, Ind., says that the agricultural prospects of the country have not lo kcd so favorable for many years. The light frost we had a week ago, had injured the first blossoms, but as tho sequel show3 was not so badly, so that the prospects are still favorable for fruit. It is many years since the weather has been so favorable in April for working a3 it has been durmg tho present montn Tho indications are. so far. favora ble for abundant crops, and the farmers are already speculating upon the proper valuo ot wheat in case 'here is another full crop of it tho present year. I he general bust ness of the city has been quite active, and very lull prices have been realized without speculative movement in any department. The provision market has been buoyant, and all articles have further advanced, holders selling reluctantly.
