Boyle that he ha3 made a lease of the E., II. & N. Itailrcad for a term of seven yeara to a company which ha3 contracted to complete the roaJ, pay off its floating debt, &c, and make it in every respect a first class road. The company who has taken the lease i?, we believe, hacked by the Pennsylvania Central Railroad. Wo presume the Directors of the road w 11 ratify the contract, and that not nany months will elapse before we caD go directly South hj rail. A Water Worka Company has been organized in Indianapolis with a capital of $5C0,000. An ordinance lias aho been prepared which will bo pr esented to the City Council lor adoption. The new Company, if authorized by the Council, propose to commence work at once, and oll'gite themselves to have the works completed within enc year and three months from the time the charter is granted. We have repeatedly advised the organization of a similar company in our ci'y, but thus far nona of our capitalists seem disposed to take hold of the enterprise. We are certain that no investment of money would pay a better interest if the works were constructed with prudence and economy. A partial canvass of Indianapolis resulted in obtaining $2,665 for the relief of the sufferers by the State Fair accident. This amount is eo small in proportion to the necessities of the victims, that the State Board of Agriculture, the County Commissioners and the City Council have been asked by a public meeting of citizens to donate 55,000 each to the Belie Fond. Gov. Bakeb, Mayor Macauley and President A. D. IIamricic were appointsd a Committee to solicit aid from the State at larie. -Other Committees were appointed to canvass the city thoroughly. In this connection, we may also state that suits have been commenced in some of the Courts against Sinker & Co., the owners and makers of the boiler which, exploded, by some of the injured parties, who conlead for heavy damages. The Danville Kalroad. The City Council took no action last night in relation to the L'ariviila road. It is understood, however, that the Council will make an appropriation of one hundred thousand dollars to aid ia its construction as soon as certain delicate matters relating to its management can be satisfactorily arranged. That they will be thus arranged, there is iittle, if any, doubt, and that, tt o, at an early day. Both the Danvilla and Greene County road will receive the necessary aid from the city, and both enterprises will soon move forward with every prospect ot the beat results. T. II. Express. It seems that some of the citizens of Terre Ilaute oppose the subscription. on the ground that the managers of the road are making an unfavorable discrimination against Terre Ilaute in favor of Evansvillc. While we do not think there is any justice in the cbarge, it ought to convince some of our fault finders, who have insisted that the road was made to subserve the purposes cf prominent men in Terre Ilaute as against the interest of our busii.e ss men, that 'there is no justice in their insinuations or charges. We think tho truth is, the management Iia3 looked after the welfare of the road committed to their care in erence to any local interest. pref Sentenced to the fcnltentlary er Lire. The Court room was packed with spectators. The prisoner was strongly guarded to prevent an attempt to seize him. After reading the complaint to the prisoner, to the astonishment of everybody he plead guilty to the charge of murder in the first degree, and was immediately afterwards sentenced to solitary confinement ia the State prison for life. The result surprises all. Up to the time of the trial the prisoner stoutly denied his guilt. Broasht Before the Commissioner. Portland, Me., October 5. Capt. In the House of Representatives to-day, two resolutions were introduced that the Iron Clad Oath be now administered to the members and temporary offi cers of the House, which were referred to the proper committee when it shall be appointed. A protest adopted by the Republican caucus last night was presented. It is framed with a view to answering Attorney General Hoar's argument and protest against any acts of the Legislature of this session. The mem bers not having taken the Iron Clad Oath, and the body being therefore illegal, it was referred. The following nominations were made for Speaker: Stepheviah Turner, of Rappahanock ; S. T. Maddox, of Chesterfield, and John B. Crenshaw, of Richmond. Turner, nominated by the Conservatives, received S7 votes; Maddox, nominated by the Wells Republicans, obtained 41 votes, and Mr. Crenshaw 5 votes. Turner was declared elected. In the discussion the point wa3 pressed that Turner now has an application before Congress for the removal of his political disabilities, and it wa3 explained that, though notable to take the test oath, he was not disqualified by the Fourteenth Amendment. J. C. Bigger, the old incumbent, was elected Clerk. In the Senate the same protest of the Republican caucus was presented and a resolution adopted laying it on the table, on the ground that it was manifestly an effort to obstruct the reconstruction acts, and in direct violation of the interpretation of said acts by the Administration. Attor ney General Hoar has, in response to a letter from General Sherman, Secretary of War, of the 16th ult., delivered an official opinion touching the matter of the suspension of certain Claims Agents from practice in the War Department under an order issued by the Secretary on the 11th of the tame month, which the Attorney General says appears to have been based upon information contained iu an official report by Col. 11. J. Dodge, of June 12th, 1SG9, wherein the practices earned in the official order are charged with practicing fraud upon the United States and in dividuals, and violating the rules of common honesty in the prosecution of the bounty and pension claims of colored soldiers, or their legal rcpre sentatives. The Attoraey General says the Secretary is not bound to recognize or do business with any ciaim azent who is known to have perverted his position for purposes of fraud, and whose character is such that a reasonable degree of confidence cannot be place in his honesty in dealing with the Govcrnmsnt. Unde" such cir cumstances the Secretary may very pronerlv decline to expose the inter ests of the Government, as also that of claimants, to the danger ot becom ing a party to dishonest schemes and devices, ana when the provision, sustained as the Dcnsion and bountv act. designed for the protection of claim ants against the cupidity and oppression of their agents, have been vio lated by parties, they should be made. li possiuit:, iu suuer ine penalty lm posed by law for their past misdeeds John McDonald, of St. Louis, has been appointed supervisor ot Internal Revenue, vice lUarr, and has been as Binned to a district composed of Mis souri, Kansas, Colorado and New Mexico.
