Tub Hebrew School. We learn that tho total number of pupils enrolled in the Hebrew School amounts to 122, with prospeots of an increase. A young lady lias been employed .as an assistant. Fitting Up. Louis C. Stinson is, wa learn, fitting tip the old carpenter shop, located between the former residence of Col. Jones and his own, for an offioa for Justice Walker, who is again flourishing. Two prisoners were brought out of the city prison yesterday afternoon, and set to work on the street, cleaning out the gutters. About three o'clock, when the officer in charge had his attention diverted for a moment to something else, the prisoners, tbcing evidently tired of hard work, quietly slipped away, and have not beeu heard of. Parkhill,who can truly exclaim "Eureka!" Mr. P'arkhill has discovered a method of taking pictures, by which the figure looks as if surrounded by airy clou Is. No name has been given this style of photograph as yet, but wa should think the "Corona Photograph" would be a proper name. In the Court of Common Pleas yesterday, the ease of John McTernan vs. Tim.Gavisk, late City Collector, camo up for trial. Thi3 was an action for wages or salary, in the Collector's office, in regard to which our readers have been pretty well posted. T!ie case was tried by a jury, who rendered a verdict for the plaintiff, in tho sum of ?2J1 and costs. A most estimable yaung lady, who had formed an ill-advised marriage with a kuave, was granted a decree of divorce, and restored to. r er maiden name. A petition for the sale and partition of the estate of the late Charles Harrington, deceased, was granted, and Jeesee W. Walker was appointed Commissioner. Eleoant Improvements. In taking a short ride yesterday through tho upper part of the city, through the kin loess of our friend II. E. Blemkcr, lato Councilman from the First Ward, wewere surprised to see the evidences of improvement going on in that part of the city. 1 In addition to many neat cottages and small houses built by mechanics and others, wo noted a large number of splendid residences, built during tho past summer. On Second Street, commencing at or near the head, we note the following magnificent residences, either just completed or in course of construction: Gen. J. M. Shackelford's, A. G. Toiian's, Judge Iglehart's, Henry Gw&thniey's, George Lant's, Judge Mo .-is', S. Joncson's, Mr. Jauos Steel's (a fine double brick), and GeorgJ U. Siockwell's. These arc all located on one street, above Locust. All are designed with excellent taste, and arc real monuments to the cit y. The Day op Warning. The colored people of this city and vicinity, on yesterday, celebrated tho anniversary of the proclamation of Abraham Lincoln, President of the United States, warning tho rebels in arms that if they did not cease their efforts to destroy the Government and return to their allegiance, that a proclamation of emancipation would bo issued on tho first day of January next ensuing. A large delegation came up from Henderson on the J. L. Graham, and large delegations came in by wagons from the rural districts. Near noon the procession was formed, with tha colored band at the head, followed by tho Mutual Aid Society and a large concourse of colored citizens in carriages and wagons. After marching through the principal streets of the city, they proceeded to Blackford's Grove, whero a picnic dinner and several spcoches were made, all by colorod men. Everything passed off pleasantly and in good order. At night they had a ball at Marlett'a Hall, corner of Main and Fifth Streets. Advancing. The magnificent new tabaceo sales warehouse of Wm. S. Ford, .Esq., on Lower Water Street, is progressing finely. The side walls aro up t their full height, and it will soon bo ready for the roof, which was ordered from the East yesterday. This will be one of tho largest and best arranged tobacco sales warehouse ever seen on the continent, and the large experience and fine judgment of Mr. Ford renders tho success of the enterpriso a foregoue conclusion. sayEnvelopes, Note Paper, Pens, Ink, Pencils, and all kinds of stationery, very cheap, at the Journal Office. Directors' Meeting. The Directors of the E., C. & P. It. R., was held in tho office of II. A. Hill, yesterday afternoon. It was a free and easy, social interview and candid exchange of views and sentiments. The per sons present were Dr. M. J. Bray, John S. Hopkins, Wm. Ileilman, R. A. Hill and Peter Semonin, of this city, and Col'. Crebs, Col. Casey, D. L. Phillips, President of the Bellvillo & Southern Illinois R. R. ; Judge J. S. Marshall, Rich. W. Townsend, and Geo. W. Parker, Vice President of the T. H. & Alton R. R. Tho spirit of the meeting was harmonious and enthusiastic Personal. Among the noted gentle men in the city yesterday, we had the pleasure of meeting J im Ilines, of tha Bcwiing Green Democrat, ExCommissioner Hawkins, and Colonel N. Coronna, tho great cotton king of Memphis, who shipped nearly 30,000 bales of that great staple during the last year, to II. K. Dunkerson & Co., of this city. Colonel A. Spray, was' also in tho city on Tuesday, looking remarkably young and well preserved. Justice Emery's Court. John Wilder entered a plea of guilty, in Justice Emery's Court, to the charge of haviDg committed an assault and battery, and was required to donate 15 03 to the School Fuud.

Speeches by Gettlemcn From Illinois A railroad meeting was held at the Court House last evening, and a fair audience was in attendance. The meeting was not determined upon until yesterday afternoon, and but few people were aware of it. The Cornet Band played at the Court House steps last night, however, and attracted a considerable crowd. Tbe'mecticg was opened by Robt. A. Hill, President of the Evansville, Carmi & Paducah Railroad, who announced that speeches would be delivered by several gentlemen of Illinois, who had come over here to attend a business meeting with the Directors of the Evansville, Carmi & Paducah Road, and explained that it was proposed to call upon the city shortly for a donation of $300,000, Mr. Hill introduced COL. JOHN M. CREB3, Of Carmi, Illinois, who spoke a6hort time, fle said he had come over here with a number of other gentlemen, to confer with our citizens in regard to the building of a railroad into Southern Illinois. He spoke of the resources cf Southern Illinois, but said they needed railroads and other improvements. He said they could not offer a great deal in the way of money, but they would donate all they could raise. Ihey would give it cheerfully, and did not seek to con trol the Carmi Road. Nature in tended that the iron horse should sweep through from Evansville Westward, across the Wabash River, to St. Louis. He spoke of the darter they had procured, and said it was a fortunate circumstance for all parties, as it enabled them to act at once. He was satisfied with the conference that they had held with the Directors of the E., C. & P. Road, and they were goiDg home to call for a vote in November for a donation to the railroad. He said he knew our citizens were in earnest in this matter, and he was satisfied that the road would be built. His addreis was well received JUDGE S. 8. MARSHALL, Of McLcansboro, Hamilton Couuty, Illinois, was next introduced. He said he had not seen Evansville for ten or twelve years, and was surprised at the improvements that he noticed on all sides. He fail the location of this city was most advantageous, and if it was not made a great city, it would cortainly be the faalt of the citizens, lie referred to the rapil growth of Cnicago and other cities, and said that with proper enterpr se on the part of our citizens, wo also had a bright future before us. He also remarked that the people of Southern Illinois had received a railroad charter that was wonderfully liberal in its provisions, and the citizens of that county were anxious to come here to . tradeto sell the products of their land, and buy goods in return. He said, "our interests are identical. Let us go to work, and not stop until we hear the scream of the locomotive runnitg over a first cla?s road from Evansville to Carmi." Judge Marshall's remarks were frequently applauded. HON. S. S. CASEY, Of Mt. Vernon, Jefferson County, Illinois, who said he "came from the land of milk and honey, and took his whisky straight," was next introduced, and made quite a lengthy address, although but little of it referred to railroads. Ho said he was merely a looker-on, and had come over with tho other gentlemen. He stated that tha iron was now being put down on a railroad from Mt, Vernon to St. Louis, and in another year they would have a connection with St. Louis. He said that we could not do without their road, as it was to our interest to connect with them. He said that our city could not stand still. It must either go forward or backward. But it is little use for me to talk to you about enterprise, as the evidence of your great public-spiritedness is exhibited on all sides. We, of Illinois, feel a great interest in your city, and aro anxioua to trade with you. His speech was interspersed with many remarks of an amusing character, and the audience were kept full cf good humor. c. e. m'dowell. Of Carmi, was then introduced, but ho only made a few remarks. He said they Lad but one feeling; they wanted the road built, and knew of no reason why it should not be built. They were all interested in this matter, and hoped that the citizens of Evansville would take advantage of the present golden opportunity. He thought the Directors of the E. C. & P. Road had acted wisely in ordering several different routes to be surveyed. He thanked the meeting for their attention, and concluded with the expressed hopj that the road would be built at once. The meeting then dispersed, well satisfied with the remarks that had been made. 2?Fabers Pencils at twenty cents per dozen at the Journal Office. Recorder's Court. One solitary case of plain drunk was all that ruffled the calm that Las pervaded the Recorder's Courtfcrseveral days. The poor, unfortunate "cuss" had thrown himself outside a large number of mean whisky, and was mulcted in a fine, including costs, of $3 45. Had he postponed his drunk till morning he might have saved at least sixty cents. Gross Proceeds.-We are informed by an attachee of the Treasury De partmentia this city that the real and true amount of receipts reported by , Jim Rob:.cson's circus was $1,400. Referred to the Com mittee on Claims. The bill of Uhlhorn & Brinkman, for stone work on the streets $12405 was taken up, and, on motion of Mr. S einbach, was laid on the table. ' The request of Wm. Allen, that an allowance of $1,000 be made him on Third Street sewer, was referred to the MaVor. with orders to allow it. if found correct; and, on motion of Mr. Honkins. it wa3 ordered that JUr Bateman be employed to superintend the location of inlets into the Third Street sewer. The Mayor reported that ho had examined the records, and found that there is an alley located in the h ourth Enlargement, in rear of Block JNo. 1 and that a portion ot the alley 13 fenced un. The report was received and it was ordered that notice be served upon the property holders to oren the alley. Mr. Steinbach made a verbal report in reference to Lot No. 1, corner of Canal and Sixth Streets. Received and Committee discharged. Mr. Wiltshire moved that Locust Street improvement, from Sixth to Eighth, be accepted, and that Mr. Lowry be given the oLligations of the property holders. T.'Royston, Chief of Police, submitted a report that. he had appointed William Jrayne. xMight Policeman, to fill tho vacancy occasioned by the resignation of James Perry. ' On motion the appointment was confirmed. T. Royeton, Chief of Police, eub mitted a communication setting forth that he had suspended Casper W et sell from the position of Policeman, for the following reasons: 1st. Being asleep on uuty. 2J. Being drunk while on duty. 3d. Being absent from roll call without sufficient ex cuse. Referred to Messrs. Hopkins, Steineker and Wiltshire. A communication was received from H.'D. Allis, President of the Board of Trade, asking for an ordi nance to protect licensed commission merchants from the innovations of those having no license. Laid over one week. . ' The proposition of Mr. J. S. Hunt, relative to the hooks and ladders, was not accepted, and the Chief Engineer of the Fire Department was instructed to request Mr. Hunt to bring on the hooks and ladders. , Henry Wells was granted permis sioR to tap the Third Street Sewer, under the usual regulations. The City Treasurer, S. B. Sansom, was granted permission to occupy the Clerk s office conjointly with the Clerk. On motion of Mr. Steinbach, it was ordered that the public well on the corner of Fourth and Sycamore Streets, be repaired under the superintendence of Councilman Steinbach. A petition was received from D. C Keller and others, setting forth that a nuisance was maintained by John E. Taylor, in the form of a stable and cow house, on Lot 7, fronting on Center Street, asking that the nuisance bo abated. A petition was also received from property holders on Center Street, asking that the street be reduced to a thirteen feet alley. Willard Carpenter made a speech animadverting upon the impolicy of keeping a dairy yard and ill-regulated depository of manure in the heart of the city. John E.Taylor replied J)y saying that soap suds runs from a negro house near by into the cellar of Carpenter's house, and that the cellar has ot been cleaned out during the Summer, and is a greater nu'.sance than his stable, and that the tenants of Carpenter's house are worse than tho tenants of his stable and cow hou'C. Carpenter replied and Taylor re joined, and after mueh talk all around the Board, tho petition of Keller and others was referred to the Committee on Nuisances, and the petition of Taylor and others was referred to the Committee on Streets and Alleys. Sam. P. Havlin reported $94 collected from wharfage during the week ending September 20th, and Phi. D. Veits reported $73.50 wharfage col lected by him duricg the same time. The reports were accepted and ordered to be filed. Joseph Siatlhoefer "reported $108 from outside collections and $21 from stall rents. Licenses to sell whisky were grant ed to Andy Jauchs and Joe Jurgensmeter. Steineker presented a request from Clark Cody, Supervisor cf the Fourth Road District, that the Council would appropriate $125 to assist in grading j ulton Avenue, beyond xdeventn Street, Lamasco. Granted. Steineker reported that the roof of the Park School building was in bad order. The subject was referred to Councilmen Steineker and Wiltshire, with instructions to repair the build ing.
