WEDNESDAY. .AUGUST l,'-:o. Trosress cf liussla. It is now apparent why llussia was so ready to sell Alaska to the United States. She had three motives. She could not well defend Alaska against 1'iOgland in any future contest, as she had few pcoplo Gn tho Facitic. She wes disposed to strengthen nor friends and alhe3 on the Pacific and build up a power that could copo with England. She desired, also, to provide funds fur railway in Europe Asia. it is now well ascertained that no nation can develop its resources with out the aid of railways; that without them neither agriculture, commerce nor manufactures can flourish. "llussia understands and appreciates this fact. She felt deeply the want of railways for tho.defence of the Crimea, and is now providing them. We have laid down forty-three thousand miles of railway, have fourteen thousand more in progress, and at leat four thousand more in embryo;, but Russia, although slow in beginning, is movies faster than we do, although we are connecting the two oceaDS by a second line of railway. For some years past we have averaged twenty-liva hundred miles a year, and invested jearlyin railway a hundred millions, but llussia is nos investing annually more than two hundred millions of dollars, in gold values, in railway. ' Besides the gold she drew from Alaska and the money she realized at home and the contributions of her citizens in land and materials, she sold last year on the Exchange of London and f aria bonds and stock guaranteed to pay live per cent, to the amount si' two hundred millions of dollars, for railway construction. She has bought in Belgium more than forty thousand tons of rails, ami large quantities of iron raibj and engines in England. Iler first line from ft. Petersburg to Moscow, built by Wyoru.i. East- ! wick & Harrison, under Major Whistler, was an expensive one, having cost from'eighty to ninety thousand dollars per mile. Her second great line from St. Petersburg to Warsaw cost nearly as much, but her new line3 are costing like ours, less than forty thousand a mile on the average, and she is fast laying down the rails from the Baltic to the Black Sea,the Caspian and Sea of Azof, and her line from Moscow to China is now crossing the Ural Mountains, while we cross the Sierra Nov ada; and llussia.will soon have more miles of railway than either France or England, which together have but half the niile3 of track laid - down in this country. Of the four cheapest lines in llussia ono wai built by the Don Cossacks, one is a Polish, one a Finnish and one a German lint. ' liussia is now expending ut least her two hundred millions annually upon railways, and her great . activity began with .1807, down to which period but three thousand ; mi las had been completed. In 18G7 the grosa receipts from three thousand miles were twenty-two million dollars. Ia 18o3 they were twenty-sovea.. million dollars, or at the rate of nine thousand dollars per mile," 1 The returns show a moderato but eteady growth of income and an immense preponderance of tho rtturoa from freight over those from passengers. For".; some years to come we mny anticipate. ;that several thousand miles of track will be laid yearly in llussia, and a very active demand arise for equipage and all other accessories of railways. Thus, while wo cross tho Sierra Nevada, moving westward, Russia is climbing the Ural, chaiu on her way easi, and while we are directing . our Northern Pacific toward Puget'a Sound, she will be on her way, across! the luver .Lena and tlte plains ot Siberia, toward the mouth of the Amoor. She will touch China at the inland city of Kiachta, from which she now imports her tea, and open with her a vast internal trade. .5 ? .. .. A3 soon as her rails reach the upper waters of the Amoor, steamers' will run between the railway and the mouth of the river, connecting with steamers from Puget's Sound and Sitka, and thus the passengers from our Pacific coast may reach Moscow and St. Petersburg in a few weeks by steam, , and llussia and America establish a new : connection quite independent of France and Eog land. , :-..-,.... The Russian and Chinese-telegraphs may then be revived, and under moro liberal tariifi we may then build iron strips and steamers on our Atlantic front, and devote the pines, . spruce 1 r od red wood of Oregon and cur Paaifie coast to wooden ehips, to carry j the wheat of our Western coast to Europe and Asia, paying one fourth 1 their cost by their fiest freight of breadstuffa. , 7 : . Alaska will be worth more to us than to Russia; its great fcrests; and fisheries are all wanted, and tho possession of Alaska insures to us British Columbia and Vancouver's Isle, now paralyzed by British mismanagement, which, since the ; peace,, have lost two-thirds of their people under a wasteful and oppressive administrar tion. "Well, 1 shall have time to smoke three or four pipes, then I'll go and feed the crittera." "Hadn't you better go and feed the critters first, sir, and smoke afterward?" suggested the dutiful Sally. , "No, smokin' clears my head and wakes mo up," answered tho deacon, who seemed not a whit disposed to hurry his eiijoyment. Bur-r-r-r whiz ding ding! went tho clock. ' "Tormeuted lightning!" cried tie dcacos, starting up, and dropping his pipa on the stove. . "What in creation's that?" said Silly tremulously. Whiz! ding! dingl ding! went the old clock furiously. "Powers of mercy,"-cried the deacon. "Striking five!" it'j struck a hundred already."
