An article "appeared in tho local columns of the Journal yesterday relative to the action recently taken by the Secretary of the Treasury as to the Government Depositories at this place, which article was '. published without the knowledge or authority of the proprietors of this , paper. It is not our province to call in question the wisdom of the Secretary's action in making the Evansvilla National Bank the sole Depository of the Government in this city, and the many friends of thii ' institution will be glad to kno-v of its buc"ces9;butwe regret vey much that anything should appc-.r in our columns reflecting, even 1-y implication, upon the First National Bank of Evansville. It was asserted in the article alluded to that the action of the Secretary of the Treasury " will give general satisfaction to the citi zena of the District." : Such will hardly be the case. It will give satis faction to the friends of the EvaDS ville National Bank, and very general dissatisfaction to the friends of the First National Bank, and tho general public not personally and pecuniarily interested in either institution, will have verv little concern about the matter. In this connection we deem it but just, in view of what has been said in the Journal, to recall the fact that tho First National Bank was tho first banking organization in this city and one of the first in the country which accepted the National Banking Law, a system brought into existence by the war of rebellion; and was ever ready during this war to render such material aid as it was able, to preserve the financial credit and integrity of the Government. Going further back in ita history to earlier years, when it had an existence as the Evansville Insurance Company, and afterwards as the Canal Bank,, it was liberal in furnishing its ' capital in a large amount, at a critical time, to push forward to completion the Evansville & Crawfordsville Railroad. - And in the past, as in tho present, it has ever been ready to Cesar its full share of the burdens of supplying the rail nicipal wants of the city; and has an established reputation among our Dusiness men, 01 wmcn us siocKtiatu ers and officers may well be proud for liberality, enterpriso; and fair " dealing. We feel that we can say this much of the Bank without inakiDK invidious comparisons: and further, that the action of the Secre tary of the Treasury is not any reflec tton upon its financial standing or business integrity. Tho Board of State Debt Sinking Fund Commissioners, consisting ol . the Governor, Auditor, Treasurer,' and Agent of State, have had a meet ing, and upon . examination ascer tained that the State will bo able to redeem about !300,OPO of the princi pal of the Indiana five per cent. State stocks at tho office of the Agent of State in New York, on and after the first day of July next. The amount necessary to pay the semi-annual in terest ha3 also been transmitted to New York. This will leave about 1 1,000,000 of the principal of the five per cent, stocks etill unpaid, supposing the holders should consent to give up the stocks to the amount pro posed, of which there is some doubt, aa it is still optional with them, and they find the investment one entirely satisfactory to them, so long as they can draw tho interest. They are almost as popular as the war loan beads, which the State expressed a readiness, through her officers, to re deem in lull in May last, but the Agent has only been able to get hold of about $2,000 of them, leaving some t-UO.OW still unpaid, because, not yet having matured, the State cannot stop the six per cent, interest upon them. These, with the still outstand ing five per cents, will leave tho State debt at about $1,800,000, whereas it was fully $7,000,000 but five years ago. National Banks. For the Journal. uurioub rROCEDURE, We have the report of a remwrkahie step taken by many f the National Banks which have been designated as depositories of tu public lunild, to-wit: That they aslc permission towltbd-aw their bonds deposited as security for Uovernmeat deposits, and to be btricKen from the list of depositories. The reason given. Is that tliey can make a more profitable use of the bonds, and the deponils area damage to their business. The above appeared in yesterday's Journal, and it is evident that it was furnished for publication by a " remarkable " man who discovered, and perhaps felt, the very "remarkable step" not voluntarily "taken by many of the National Banks which have been designated as depositories of public funds," but taken by the Secretary of . the Treasury of the United States discontinuing very many of those National Bank -Depositories without their consent to do so, and it is these same disappointed

Editors Journal: Contrary to the confident expecta tions ot the hrieads ot the railroad, tho preposition for the subscription of an additional amount to the stock of tho company, has been signally de foated. The proposition waa the fair est that could have been made for aiding the road and protecting the in tcrests of tho people. But, notwith standing this.various parties lawyers, baakers and mechanics who had been disappointed in their aspira tion.s for the patronage of the compa ny in various ways, uniting wun a ccrtna lower order or politicians, who3e interest led them to induce tho people to believe that the measure was "undemocratic" whatever that may be have succeeded in deleating it. We cannot but believe that this re sult will be calamitous to the best in terest of the pleople. Now what do they propose to do? Do they want tho road to stop? If so, what divi dend will our stock receive and what will that stock be worth? If they do not want the road to stop, how wiil it be built? The road has no money to build itself at present, and cannot raise it except by a great strain on its credit, not enough, we believe, to bankrupt the road, but sufficient to make the dividend on our stock less thaa 3 or 4 per cent. It is evident oar stock cannot pay anything unless the road is built through, nor can the country receive anything like the benefit it should from it, and now the question emerges, what are we to dor e can t do the work by getting stock subscribed. That has been tried and it has utterly lailed. Then tho only course is for the Stockholders and Directors to use their own credit, their bonds and preferred stock, and build atid equip tho road upon the best terms possible. The present estimates of what the completed road will earn, will still leave our stock worth something, say 50 or CO cents on the dollar, while anybody and everybody must see that our stock, in the present condition 'of the road, is not only valueless, but burdensome to us, for the very obvious reason that it does not and cannot pay any dividend whatever. But if tho worstcome to the worst.we had rather Lave the road without the stock than the stock without the road, yet we think the suggestion we make will secure both. It is a great pity that in this narrow-minded world of ours, everybody can't be what he wants to be, whether it is lawyer, banker, or contractor for a railroad company, or anything else; but it cin't be so, and every jealousy and niiilieo will have their wonted sway over lhe human heart, and they will e r j y their Carnival of Ruin. It seems, however, that some of the opponents of the Road here are somewhat ashamed, if not of their acts, at least that their motives have been detected; but we fear the evil of their work is beyond reparation. I have nothing else of general interest to tell. I will closa by saying that I was somewhat STRUCK with the extraordinary shrewdness of the Henderson News as to my identity, yet I doubt if it be either fair or courteous to manifest surprise at the first success in smartness. After so many efforts, doubtless highly satisfactory to the editor, it might not be kind to indicate to him that it was indeed his earliest victory over the many obstacles with which a not over-partial nor bounteous nature had lelt him to contend. To do so would naturally depress the flush of his joy and wound a vanity of even the maturity of his. I am indebted for my information in regard to the effort of the News, to what aspires to be our town paper, but which is chiefly distinguished for the multitude Of its spoliations from il.arnther more vital and sprightly neighbors, not even excepting the News. This charter provides lor a road, commencing at tho dividing line between the States of Indiana Illinois, thence west through towns of Carmi, Enfield . and the and with iUCLieansooro, and connecting other roads, portions of which are in process balance of construction, and the under contract, directly to
St. Louis. The charter is a very libe
ral one, and gives to the Directors the power to connect or consolidate with any or all railroads, having the same objects m view, as .they may deem necesnary. Veruo, . who alluue to these plans, do not seem to wihh to interest them or to impress one very strongly. .They do talk, however, as if they meant w hat they say, and with a confidence that would indicate that they have "backers" either in St. Louis or Chicago, or perhaps both. The bar and the shape of the river here is as favorable to bridging "as almost any point below Louisville. EvansvilL must be up and doing in the matter cf railroads. All the towns about us are ex?ited: about railroads, and some of their plans will be sure to result in .permanent result. ; Let us consider well and act i rompily. Alpha. Crops We have inquired of a number of tarn: ers in this county concerning the crop prospects,- aud find that while some localities are suffering from smutand "spot" on wheat, there is yet hope of an abundant harvest. The frequent rains have had the effect to injure some fields by knocking it down, yet the present cool weather is regarded as favorable both to wheat and corn. The " army worm " is creating ead havoc on meadows, and in some corn fields, we are teld. Some wheat fields give evidence of the presence of these worms in that the blades are all trimmed off smooth from the stalk. We are told that farmers is Cherry Grove have been contemplating a commencement of their wheat harvest to day, r irictton Clarion. ....., s. We have no news in particular this week respecting the New Albany and St. Louis Air Line Railway, but hope soon to be able to hait the coming of the engineers who are engaged in surveying two routes through from New Albany to Mt. Carmel. We understand, however, that the proposition upon which the people of Columbia township will vote is to levy a tax of two per cent, 'of tho .taxable1 property of the township in aid of the road, providing it passes through Oakland City and Francisco. - It is estimated that $13,000 would ha'.. about the amount that such a tax would yield in that township.
