Wards are proposing to Republicans to swnp any roan on their citj' ticket for Conncilnian. TTo hope Ropub!icans will cot be caught in this trap. Such a bargain ouht not to be made, even wore the Democracy to cany out their part of it, in good faith. The InYestlgalUa iomailltce's Eepbrt. We give this nJ0rnin the last instalment of the lleport of the Investigating Committee. It contains the final summing up of the whole matter, and is worthy the serious attention of every tax payer. It will be s-en that the indabtedness of the cityha3 been increased over ?30,000 exclusive of the $150,000 issued to the Henderson and Nashville Ra-1-road Company. 'This 13 a sufficiently alarming fact to startio every man in the city, aod only conSrms what has heretofore been pretty generally suspiciimed. The people have been under the apprehension, for months past, that Mayor Walker was incompetent for the position he was attempting to fill. The Report of the Committeo demonstrates his incapacity beyond a peradventure. We do not desire to comment at greater length now. It iB hardly necessary. The report furnishes its own com mentary. The citizens of Evnsville are indebted to Messrs. HoLLINaSWORTII, Lemcke and Decker, for the care and fidelity with which they have investigated the complicated and confused city accounts. They brought some degree of order out of the confusion, and give us some idea of the indebtedness of the city. For this the people owe their thank3. We believe the business men of the city appreciate thir labors and thank them for their investigations.

We were ioTormed by Mr. Roche, City Tr e: surer, on Thursday, that the sTT.O i) ci'y orders reported by .Mr. WALKr.ii as in his (the Treasurer'c) li-.fse on, have all been canceled J 4 .? ste xis to think that our apprehen-t-ions with regard to the possible dan.ei of the city suffericg a loss by the Treasurer holding orders and cash li.i L'e'y in excess of his bond are without fouadition. We cannot agree with Lim. Should a . fire at 6ome
tare destroy a large amount of uncanceled orders in the hands of the Treasurer, the confusion in the accounts of the city orders would become almost incxtrbablo. There would be no way f a-eertaiimig what orders had been royeJ, an d the Reeister of Orders (t bit'nm tli'it is still iit existence) would le almost valueless. The true way is to keep the orders canceled up f .'.f ly, an 1 i ever permit a very larj:e aniouut to t eeumulate in the hands f tiie Tit asurer, or the Treasurer's llond ought to be lareely increased.

we find assessments on said book against the owners of real estate, except as to street crossings and city lots, which are assessed to the city. ! RECAPITULATION. To recapitulate and finally close this report, your Committee would respectfully point out the following facts for consideration: 1. That shortly after our appointment by the Republican Executive Committee of Evausville, we were informed by His Honor the Mayor that he would not meet with us. Tbjtt we three several times transmitted written communications to nis Honor the Mayor requesting hira to furnish u.t with the Register of Bonds or the book in which the bonded indebtedness the city is registered. That he, the said Mayor, each time persistently refused to submit such book to our inspection and examination, and in his last answer attempts to avoid the direct isue, when he Fays '"that he did not find anv such book in the Clerk's olSce." That he, the said Mayor, on the morning of the 1st i list., to Mr. MeGrifF, City Clerk, "denied in positive terms ever having had in his possession a book iu which the bonded indebtedness of the city is registered." That Mr. McGritf, the City Clerk, testings before your committee, that there is a book iu which the bonded indebtedness of the city is registered, and that he (McGriiT) tio the same
in the Mayor's possession about six months ngo.
That Mr. Ceorga Lant testifies before your committee, that he has, siuca "last November, several tin.es been told by the Mayor that he (the Mayor) had in his possession such a book, "in which a register of bonds, &c . issued by the city, is kept." That Mr. Samuel Vickery testifies before your committee, that he, on the I9th of January last, saw the Mayor have the book herein above reh-rred to. in his no.-session in the
Mayor's office.
2. 1 hat by exchanging bonds with
George Lant, bearing six (6) percent, interest, not due at the time, such
exehaniie was made for bonus tearing
teu (10) per cent., the Mayor for the city made a very injudicious trade, and unnecessarily lost money.
3. That the present ircasurer,
John D. Roche, received from his
predecessor tbe sum of $47 0b, as
hown-by both ttie ircasurer a and
Clerk's books, and tbe ireasurers receipt, and not $217 0G, as shown by
the Myer in his Report.
4 That such part ot the iMayors
Report as relets to the item of gis, shows an expenditure under that head for (9) nine mouths only, except the
ne-u ot lighting, ana that it is unfair to contrast therewith the amount
ot exp'Q il ure uu ler the same head
for the previous year, when tbe latter
comprises a priDi oi tnirteju v,io;
months, aud when trie amounts sp-nt
for the esteodJitt ot mams and erec
tion of posts exceeded that of the
ast year by i? 1,709. 5. That the Muyor, during the pist
year, borrowed trom .bants on me
city s credit 3b,.j2 28, ot wriicn sum not one cent was placed in tiie Treasury of the city and dislmrs d according to law. And that while ha reports the amount due by tho city to banks, at the date of his report, to be $45,091 05, the city's books only show
an indebtedness oi' VZ o.A) (4.
pther item of expenditure appears in j the Mayor's Report for that purpose) ; then your Committee must infer that the city is now under protest for nonpavment of part of its interest upon railroad debt the amount of interest due and payable from April 8th, 'C8, to March 1st, '09, being $20,800 00. 14. That if item 9, as set forth above, is a fair specimen and test of the correctness or incorrectness of that part of the Mayor's Report purporting to give the disbursements for the past year, to-wit.: Having disbursed or expended for railroad interest $20,800 00 (that such sum exclusive of other expenditures, has been expended, is presumable, as it is not known that the city is in arrears on this bead) and having reported only $7,900 00, then how much faith and reliance can be bad in the correctness of that report, or any part thereof? And what crcd t is there to be given to the much-reiterated claim of savin2, retrenchment aod consequent reduction of city debt? All this only tends to show why your committee has persisted so tenaciously to ca!l upon the Mayor for an exhibit of "That Rond Register:" Ac analysis of the Mayor's Report, ss far a3 made, has shown such glaring errors, omissions and inaccuracies, that no faith is due to that portion of the Report living the amount of the CITY'S DEBT until the figures can be proven by That Bond Register! ence is explained by tho fact that moneys are paid into the Treasury on accounts, such as cemetery lots, licenses, &c, and the receipts not at the time reported to the Cierk, the C.erk cannot ot course charge the Treasurer until the Treasurer's receipt is brought to him; and after
noting the several amounts acknowl

hauued to the Uierk, it reduces the
above apparent discrepancy of $173 4a
to twenty cents, wnieii is me exact difference between the accounts of the Treasurer and Clerk.
7. That the Mayor reporjs having during the past year issued bonds amouotimr to $150(323 43, while the City's Ledger shows only a record of $59 421 05, showing a discrepancy of $91 2u2 43, which can only bo explained by referring to the book in which the bonds issued by the city are registered.
8. That when the Mayor, in his Report, institutes a comparison as to the item ot attorneys' fees, he shows a much smaller sura expended in 1SGS
than there was expended in 13G7, and he therefore claims credit. He attempts wrongfully to mislead, in as much as the total amount accruing aud expended for attorneys' fees
proper lor isb amounted ouiy to $742, while an amount ot $3,500 was paid Messrs. Hendricks and liaker iu matters of the S. L. ing Twenty-five Thousand Dollars, ($25,000), when only Two Thousand Three Hundred aud Ten Dollars,
($2,310), or one-tenth ot that amount was required. 10. That the Mayor reports an indebtedness of the city to the teachers in the Public Schools, on the 13th of April, 1SG8, amounting to $8,1GG, when the Superintendent's bocks show that the teachers had been paid up in full to March 1st, 18GS. leaving duo them lor one m nth $2,700 only. That the Mayor reports an indebtedness to the Fire Department, cn the 13th April, of $1,301, which did not
then exist, as shown by Mr. Heilman's
testimony before your committee. That the Mavor reports an indebtedness, on the 13th April, 108, on account of graveiliug on Fourth Street, amounting to $8,381 63, when in reality there was due upon said work at that date only $3 348 7G, ail of which amount, except for street cios.-iocs, was charged up to real estate aud collected, as is presumable. 13 That it the item (as per Mayor's Report) ot E. & C. St Lotjis, April 2. A long report was received at military headquarters
this morning Jrom Gaueral CuUar, detailing his operations in the fisld. After breaking cam pat Medicine Riuff Creek, fresh s gnsof Indians were discovered on the 13r.fi ot March, and the wholo command, buinbericg fifteen hundred men, moved forward rapidiy, making daily marches two or three times as long as those of the Indiaus. Tents were burned, and all the blankets, except one per man, and all sur
plus clothing shared the same fate. On the 15th, they reached a camp ground which had been abandoned only two days before. About the game time a herd of ponies, iu charge of two Indians, was discovered, Custar determined to captare the herd, and after proceeding some two miles saw the Indians partially concealed behind the sand hills. After a good deal of signaling, eight of them came out, from whom Cus'ar learned that 2G0 Cheyenns lodges were encamped within ten or twelve miles, 209 of which were directly in front of a small stream. Medicine Arrow, the chief of the Cheyenne.?, aud i-everal other noted chiefs, then rode up. Among the 200 lodges were those of the Dog soldiers, the most mischiev oa t, blood-thirsty and barbarous baud tf Indians that infest the plains. Ctistar Srt intended to attack this village, but when he learned that the Cheyeuae. held two while female captives, Mrs. Morgan and Miss White, he concluded not to do so, at least until ho had these' women out of the bauds of the savages. He, therefore, v.eut with Medicine Arro v to bis lodge, in the centrf of the vi!lrg( whore the principal chiefs a-scnibied.
Before entering the village, ha percfiv.d tho greatest excitement, and noticed that .everything wa3 prepared for flight, and Custar thinks that had ho then attacked them with his fatigued troops, b-? could not have cf footed more than a capture of their lodges. Custar ordered the arrest, of two chiefs, Hig Head aud Dull Knife, intendiug to bolJ thyni under guard as host p:es fr the white wo-r.cn captives.
