Wc have demonstrated, beyond all further controversy, that Mayor WAlKEtOs administration of the afxiirs of the city, during the past year, has been irregular, contrary to law, and recklessly extravagant. His ioconipetency'is now relH and known of all men. Without attacking his motives, or a??ailine his integrity other than as an expose of his official acts may lie regarded as doing sc we have endeavored to conviuce the people that the perpetuation of his poli'y will multiply the burdens of debt and taxation until the credit of the city will sink to rise no more beneath the terrible load. The ques tioa for tax payers and voters now is: What had best be done under tiie circumstances? Mayor Walker's term of office does not expire f or two years. Tn one year he ha- added to the taxation of the ity over thirty-three per (eat., and largely increase! its indebtedness. Two more years of similar financiering will neevssitife a levy of over one hundred, thousand dollars to pay the interest alone on the indebtedness. The whole cmvass thus fir has turned upon the one point, "Shall Mayor Walker's policy be continued, or shall a radical change be made?" If the tax-layers are satisfied that Mr. Walker's administration, has been prudent and economical, that their taxes have been unusually low, and that the entire business of the city lias been transacted in strict accordance with thi' Ci'li ekarter and ordinances, they will cast their votes for candidates for the Council who endorse Mr. Walker and will aid him, during the commtr year, in carrying out the plan which he ha3 inaugurated. Those who think the interests of the tax-payers require a change of programme, will vote for Councilmen who are pledged to inaugurate a dif fefent policy. In order that our readers may very clearly comprehend the situation, we give the opposing tickets for Council, designating on the one side the candidates supported by the Walker men, and on the other side jhe candidates who will be voted for by all who object to Mr. Walker's way of doing business. It will be seeu that the men who have become alarmed at the reckless way in which Mr. Walker has been doing business, have put iu nomination the. most sagacious business men to be found in the city. II will be expected to do the .Mayor's work, if he draws a Mayor's salary. They will not ray the City Mutineer for doing the Mayor's work. We have been at considerable trouble and labor to let the people know just how business has been done for the city during the past year, and now leave the matter with Hie voters. It is for them to say whether they desire a continuation of Mr. Walker's policy or not. If they do not, they will vote for Councilmen who are not only opposed to his policy, but are competent to inaugurate a better way of transacting business. The Report of the Investigating Committee, which we published yesterday, showed that Mayor Walker had disbursed over $150,000 of the people's money contrary to law. This sum was equal to the entire amount of tixes collected during the last year of Mr. Baker's term. What must be the condition of affairs, when the Mayor of a city takes the responsibility or di-djuising its revenues without consulting the Council, the representatives of the people? The Mayor is simply an Executive officer. It i his duty to carry out. the charter and ordinances adopted by the Council, lie has no business handling the money of the city. That is the province of the Treasurer. The Charter, Sec. 50, provides that "it shall bo the duty of the Treasurer to recioe, laep, .and dishu-se all money and revenue belonging to the city of Evansville or raised and collected by virtue of

Sec. til) says: "No Mayor ir Cou'neilinarj, during his continuance in olliee as such, shall be appointed to the office of Clerk, Treasurer, Collector, Marshal, or Attorney for the city of Evansville, or be a party to, or be directly interested in, ii ny contract made or entered into by orvith the Common C ouneil." This provision of the charter was designed expressly to prevent what Mayor Walk Kit has done, viz.: receive and dlsfturse the revenue of the city. In disregarding this provision of the charter, the Mayor is clearly guilty of malfeasance. Will the people indorse such illegal proceedings by voting for Mr. Walker's candidates for the City Council? We cannot see how any intelligent tax-payer can do so, unless he is blinded by party prejudice to his own interests. Township Trustee. Colonel GiULL has made hosts of friends during the canvass. Lie has been uuliring in his efforts, and will, no doubt, be elected. We cannot think that any Republican who has professed a willingness to remember the soldiers, will vote against Colonel Grill. He is fully competent for his pisltion, an 1 we think will maki one of the most efficient and popular Towuship Trustees we have ever had. As Colonel of two different regiments, his administrative capacity has beeu well developed. Any man who has the capacity to manage a regiment of soldiers successfully, attend to their wants and keep his official papers in good shape, is amply qualified to discharge the duty of Township Trustee. Let every Republican iu the city cast his vote for Col. OlULL. The J-'iianklin J Joys call the attempt of Mr. Van Uiper to collect forty t ico thi nig aid dollars from the ci.'y, for one-eighth of a piece of round necessary to open Water Srrect, "defeating one of ex-Mayor I.aki'.r's tyrannical acts," designed to tutu the property. That is modest. Why should the city be asked to pay forty-two thousand dollars for oneeighth of what only cost $13,000? Does it not look like an attempt to extort money from the city, because Mr. Van Riper regarded the opening of the street as a necessity which could not, be evaded? We fear Mr. Van llii'KR, should ho be elected, will see other opportunities for compelling the city to pay roundly iu order to defeat the tyrannical acts of somebody else. Such a man is dangerous to the interests of the city. The Siianklin Roys want to know why it was that the city compromised the law suit with Francis Fellows, whereby it was compelled to pay ninety thousand dollars additional on the Straight Line Railroad. Perhaps it will bo a sufficient answer, so far as the Siianklin Roys are concerned, to say that the suit was compromised at the instigation and by the advice of t xII. S Senator THOMAS A. IIEN1 MUCKS, who had been employed by the city to defend its interests. Whether or not Mr. Hendricks was bribed by 1'iiancis Fellows to give such advice, we cannot say. There is just as much evidence that he was purchased as there is to justify the in Mnnations of the Siianklin Roys against the Rakers. The Siianklin IJoys are continually biting a file. The Sii anklin Boys say Ex-Mayor Baker omitted fiom h s report ?l,220 pai I for making the assessment. The Siianklin Roys don't know much, but they know better than that. The Assessors un ler M::yor Raker got their pay, and it was charged up to salaries, where the account properly belongs. The Siianklin Roys know that much, but a little knowledge in this case seems to be a dangerous thing, and they profess ignorance. Wk are obliged to G. W. It also sets forth the natural and ra livay advant aires of the locality. Evansville is the second city in Ind ana, with a population of :jt),000. . Two hundred and fifty-nine houses were built in 1808, at a cost of $1,02.",201. The city has twenty-three churches, an Opera House, sevn school houses, valued at 10.",0i). The schools comprise eight trades. It lias three National Banks with a paid in capital of $1,050,000, one-half of which helones to the Evansville National Bank. 2,017.707 bushels of corn were shipped from Evansville in 1808 nearly double the amount shipfed from both Cincinnati and Louisville. 10,758 hhds. of tobacco, i!8,172 bales of cotton, 175,410 bushels of wheat, 50.810 barrels of flour, and 12,374 barrels of pork, were exported f rom Evansville in 1808. The grocery sales were nearly $S 01)0,000, and the drv goods trade reached about S.J,(MJ0,0U(). Of boots, shoes and leather, the trade reached $1,X!UM0; clothinsr.
