The river during the 24 hours ending at 3 P. M. yesterday, had risen 11 inches, and was rising steadily and rather rapidly. It is rising at all points above. Arrival and Departure. The arrivals and departures up to three P. M. yesterday include the Darling, Cincinnati to Memphis; Cumberland, Cairo to return; Clara Scott, J. L. Graham, and Louisa, from Wabash River; Richmond, 10 New Orleans; Mollie Norton, Henderson to return; Charmer, from Cincinnati. Boat Due. Among the first boats due here are the Armada and Quickstep, from Cairo; the liapidan No. 2, from Eastport; Miuneola and Clifton, from Memphis; Silver Moon, for Memphis; Louisiana and Dexter, for New Orleans; the P. W.
